Advisor, Malaria Prevention & Control Grade: P4

OBJECTIVES OF THE PROGRAMME :
Promote, coordinate, and implement technical cooperation activities to reduce health, social and economical burden of communicable and non communicable diseases, focusing in the surveillance, prevention and control, in ways that are technically sound and appropriate for the culture and society and strives to achieve sustainable impact through strengthened country capacity and effective inter-country collaboration; and to strengthen the coverage and quality of the health and vital statistics in the Region as the national capacity to monitor their health situation.
Description of duties:
Under the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control, and general supervision of the Senior Advisor, Prevention and Control of Communicable Diseases (HSD/CD), and technical guidance of the Senior Advisor, Malaria and other Communicable Diseases, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical advice and support the full process of grant negotiations; technical implementation; programmatic management and consolidation; planning; reporting; monitoring and evaluation of the Global Fund Malaria Project in Haiti;
b) Collaborate in facilitating access to Global Fund resources including the process of grant negotiations and signing within a reasonable timeframe; resolution of conditions precedent; grant consolidation; and supporting the process of securing funding for succeeding phases;
c) Identify and resolve implementation problems including support of diagnostic missions, mapping of country need and development of response strategy, and implementation of progress reviews;
d) Provide technical assistance to the country in reviewing, updating, and strengthening the national malaria strategy and operational plan; and in aligning the implementation of the Global Fund Malaria project towards reinforcing country capacity on the use of available malaria prevention, control and elimination tools at all levels of the health services and cooperate in the continuing education of human resources;
e) Monitor progress and quality assurance in activities of Global Fund Malaria Projects in Haiti and the Dominican Republic with focus on tracking the achievement of milestones and indicators of success, and facilitating inter-country discussions to support and develop joint activities;
f) Prepare, compile and present mid-term and annual technical performance progress reports which includes the following information among others - summary of technical support, key accomplishments and indicators achieved, description of capacity-building strengthening activities, key challenges, CCM and PR/SR plans for the succeeding period, overview of budget monitoring, success stories or good practices;
g) Collaborate in the application of epidemiological concepts, principles, and methods for planning, programming, managing and evaluating malaria surveillance, prevention, and control;
h) Collaborate in the development of standards, guidelines, and procedures for the organization, operation, and evaluation of program activities; optimize the use of the country's health systems and related socioeconomic infrastructure;
i) Promote and provide technical cooperation in planning and implementation of operational research in malaria control, and other tasks as requested;
j) Promote activities to mobilize political support for malaria efforts and follow up on commitment of key actors; develop joint activities in areas of common epidemiological interest;
k) Promote alliances and operational associations among institutions from different sectors of the society, at different government levels (national and local);
l) Lead and support the preparation of future proposals for submission to the Global Fund and other financial institutions;
m) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health-related profession and a master's degree in epidemiology or public health from a recognized institution

Thinking, planning and the strategic management of technical cooperation interventions: Selects priority ideas for executing the interventions after anticipating their potential problems and solutions. Participates in the preparation of strategic plans, providing input about their impact, quality, critical points, and risks.
Evaluation of technical cooperation interventions: Evaluates criteria for the interventions at the process, management, and outcome level, in addition to technical cooperation evaluation plans, in keeping with the PAHO's strategic direction.
Resource Mobilization: Works in an objective manner to obtain and apportion resources (financial and non-financial) according to need. Supports and advises technical areas to enable best use of resources are aligned with the mission and vision of the Organization. Is able to work in a multicultural environment. Is flexible and has the ability to work well under pressure. Is able to give feedback to partners within and outside the organization about the use of the resources and the results acquired.

Technical Expertise
- Theoretical knowledge and practical expertise at the highest level in all aspects related to prevention and control of communicable diseases with emphasis in malaria; technical competence in the area of malaria control programs, including the implementation of projects.
- Theoretical and practical expertise at the highest level in all aspects related to malaria, as well as a through knowledge of epidemiology and prevention and control methods.
- Knowledge of health service policies and administration in the framework of local health system development and primary health care.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Essential: Nine years of combined national and international experience working in malaria control, including program management and implementation of projects, supervision, training and/or research.
Languages:
Very good knowledge of French and English. Knowledge of Creole or Spanish would be an asset.

US$ 5,623.60 at single rate
Post Adjustment: 55 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
