Advisor, Tobacco Bloomberg Initiative Grade: P4

OBJECTIVES OF THE PROGRAMME :
The Area of Sustainable Development and Environmental Health (SDE) of the Pan American Health Organization/World Health Organization (PAHO/WHO) represents a multidisciplinary team that, together with other technical areas and collaborating centers, leads innovative, inter-sectoral and strategic efforts to address the determinants of health, to reduce health risks and to promote healthy social and physical environments where people live, study, work and play as a substantial and essential element of Human Security for Sustainable Development and health equity.
Description of duties:
Under the general supervision of the Senior Advisor, Mental Health, Sustainable Development and Environmental Health (SDE/MH), and the direct supervision of the PAHO/WHO Representative, the incumbent is responsible, but not limited to the following:
a) Provide technical advice, coordination, program management, technical assistance, training, communication, and other support for the implementation of the Bloomberg Global Initiative:
i. Strengthen tobacco control capacity of the public sector, including the creation or strengthening of an effective national co-ordination mechanism and structure for tobacco control in the priority countries;
ii. Assist those Member States in designing, strengthening, implementing and evaluating national tobacco control action plans, evidence-based policies and/or legislation and programs consistent with the WHO Framework Convention on Tobacco Control (FCTC) and the Bloomberg Global Initiative;
iii. Foster the creation and/or strengthening of regional partnerships to design and implement tobacco control action plans, evidence-based policies and/or legislation and programs indicated in the previous item;
iv. Assist government and other qualified entities to apply for grants under the Bloomberg Initiative, monitoring the implementation of these grants and ensuring that the key findings, recommendations and insights arising from these grants are incorporated into national, regional and global tobacco control policy development; and, if necessary, by providing technical support and contributing to increase the capacity of those organizations to effectively implement their project;
v. Facilitate the implementation of other Tobacco Control activities under the Bloomberg Initiative and the WHO FCTC at regional and country level.
b) Collaborate with budget administration and implementation of the national workplans; coordinate the work and provide leadership to country focal points;
c) Prepare reports periodically on regional-level/country-level progress and impact indicators for the Bloomberg Project and the WHO FCTC;
d) Organize the dissemination of outcomes and lessons learned across countries supported by the Bloomberg Project and in a broader context;
e) Provide regional-level support to other partners in the Bloomberg Global Initiative;
f) Perform other tobacco control relevant duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in one of the health or social sciences and a master's degree in public health, economics, public policy, public administration or related field from a recognized institution.

Technical Expertise
-- Technical expertise in the area tobacco control, local participatory planning and evaluation methodologies, especially working with multiple sectors, and government, community and academic institutions.
-- Technical expertise in evidence-based public health approaches to prevent and control tobacco use.
-- Thorough knowledge and expertise in formulating and developing tools to analyze social determinants of health and their influence and impact on policies and programs for national health development, including identifying inequities and making recommendations.
-- Ability to initiate, plan, direct and supervise public health programs and related operational research and demonstration projects, particularly in tobacco control programs.
-- Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
-- Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
-- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:

Essential: Nine years of combined national and international experience in technical cooperation in institutions concerned with tobacco control programs, public policy, and public health.
Languages:
Languages
Very good knowledge of Portuguese or Spanish with a working knowledge of English. Knowledge of French would be an asset.

US$5,623.58 at single rate
Post Adjustment: 86.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
