Commodity Tracking Officer (CTS Officer)

A consortium of 5 agencies (Mercy Corps, World Vision, Christian Friends of Korea, Global Resources Services and Samaritan’s Purse) is about to implement a multimillion dollar Single-Year Assistance Program (SYAP) in DPRK to response to the current food crisis. This program is funded from USAIDs Office of Food for Peace with objective to provide food to the most vulnerable populations in North Pyongan, South Pyongan, Chagang and South Hamgyong provinces through existing local institutions. The consortium, known as USNGOs will respond by addressing a number of overlapping and associated needs with food distribution activities, as well as on-going nutrition assessment and monitoring designed at improving the nutritional intake of vulnerable populations. The USNGOs goal for this program is to implement a successful feeding program according to international humanitarian standards in partnership with the Korea-America Private Exchange Society (KAPES) of the DPRK government, WFP, local institutions, and communities. The program is expected to start in June 2011 and will end one year from the start-date.


KEY RESPONSIBILITIES:

    • Assist the Commodity Tracking Coordinator (CTS Coordinator) to collect, manage, review and produce commodity accounting information, accurately and timely.
    • Operation of Commodity Tracking System
    • Data capture of records that are being brought in by staff from food monitors
    • Data preparation of records as received from the field to format that will ease the function of data capture
    • Monthly reporting.
    • Production and filing of district level monthly reports according to partnership standards.
    • Backing up of system files after month end processing
    • Submission of data packages and reports on a monthly basis to the Commodity Tracking Coordinator (CTS Coordinator)
    • Gathering data from the district commodities staff
    • Coordinate with district PDC staff or responsible person from other distribution centers so that receipts/dispatch waybills, distribution center visit reports, truck inspection report, warehouse inspection report, loss/damage report, and other relevant reports are received in good time.
    • Proper filing of all documents by shipment number
    • Maintain shipment register for all commodities that are received from the donor within the food aid program
    • Maintain a register for losses and damages that occur within the food aid program.
    • Train PDC staff or responsible person from other distribution centers in the application and use of commodity tracking forms.
    • Reconciliation between warehouse and CTS records
    • Monthly physical inventory of warehouses and distribution sites
    • Data analysis including trends and forecasts
    • Field visits for general monitoring and verification of reports


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • An MIS diploma or higher
    • At least a year’s experience in actual systems application and maintenance
    • Ability to effectively develop rapport and relate with other members of staff within the Relief Office
    • Fluency in English
