Ministry Quality and Effectiveness, Director - PTL

Provide leadership and management of all PTL Office program technical staff and sectoral advisors in the integration and effective delivery of services to ensure quality, standards and alignment of PTL Office programs with respect to WV Partnership Ministry Policies, Strategies and Standards, and PTL regional strategic priorities, in order to achieve sustainable ministry outcomes and fulfill World Vision’s mission in each country. Serve as a champion and focal point for the Transformational Development Line of Ministry,

NOTE: As the PTL Office is still in design phase, this Position Description is likely to change as the details of the design are confirmed.


KEY RESPONSIBILITIES:


      LEADERSHIP
    • Advise and support PTL Country Program Directors in their leadership and engagement on matters related to program quality and effectiveness.
    • Support the PTL Director and Management Team in alignment of regional strategic program priorities, sectoral focus & cross cutting themes in PTL Office.
    • Lead the implementation of the new end-to-end way of working within the Ministry areas of PTL as identified by the design process.
    • Provide leadership to all the technical teams ensuring integration of different sectors, cross cutting themes, quality ministry groups and regional projects.
    • Advise, guide and support the PTL Office Operations and/or quality ministry departments on all aspects relating to program effectiveness and sectoral priorities.
    • Practice servant leadership and be a role model for the staff team, peers and others.

      MANAGEMENT
    • As a member of the Senior Leadership Team for PTL, take part in SLT meetings and decision making forums representing operational considerations and making joint decisions where required by the PTL Director.
    • Ensure that all Technical groups have goals and annual business plans aligned to RO and PTL Office strategy.
    • Ensure that all direct reports have individual learning plan and regular performance reviews.

      STRATEGY
    • Contribute to the development and performance monitoring of regional strategy and regional secondary strategies ensuring the program quality and effectiveness issues are integrated and addressed appropriately.
    • Lead the development and implementation of program effectiveness department’s secondary strategy and business plan in support of and in alignment with regional (including sub strategies) and global strategies and ministry priorities.
    • Contribute to development of global program strategies, priorities and plans ensuring that regional program priorities are integrated and prioritized.
    • Support the Country Program Offices in developing effective program strategies, priorities and plans in alignment with the regional and global strategies and priorities

      TECHNICAL SUPPORT
    • Contribute to the development of global program policies and standards relating to ministry quality and effectiveness and provide leadership in contextualizing and mainstreaming these policies and standards within the region.
    • Ensure that all the DME, sectoral and cross cutting theme standards and procedures meet the minimum WV Partnership and Sectoral standards.
    • Facilitate organizational reflection and support to enhance inter-country learning.
    • Oversee the aligned research agenda for PTL that has RO, NO and SO working together to develop shared research needs for the region.

      OPERATIONAL SUPPORT
    • Ensure that the end-to-end ministry process is implemented and the operations of PTL are meeting the requirements of supporters and donors and the field.
    • Manage the operations of PTL to contribute to the transformation of donors and supporters as identified in the PTL strategy.
    • Ensure appropriate technical support to regional and multi country initiatives and programs/projects in the areas relating to program effectiveness.
    • Ensure effective implementation of global and regional program initiatives, new policies, procedures and standards.
    • Ensure integration of all technical, sectoral and cross cutting themes advisors providing support to Country Program Offices in design, monitoring & evaluation of programmes, in creating program tools, systems, policies and procedures for program effectiveness.
    • Support Global Center new initiatives to be contextualized and implemented in PTL Office

      CAPACITY BUILDING
    • Contribute to the assessment, development and implementation of an integrated regional capacity building plans based on regional program quality priorities and strategy
    • Advise Country Program Offices on core competencies and capacity requirements for program quality & effectiveness at national level
    • Ensure the existence of appropriate Country Program Office DME and technical teams, in support of PTL Strategy and WVI quality standards.
    • Ensure access to technical advisory & training resources and support opportunities for Country Program Offices. These may include identifying development needs, coordinating or conducting training, engagement of technical advisors/SMEs (including through GTRN), establishing links with external institutions, identifying opportunities for staff exchange or mentoring
    • Establish and encourage coaching and mentoring relationships within the Country Program Offices.

      KNOWLEDGE MANAGEMENT
    • Lead the process of continuous learning in program effectiveness & quality practices and tools that will enhance the efficiency and effectiveness the organisation
    • Encourage mutual learning between Country Program Offices within the PTL and between other regions.
    • Contribute to establishment and use of global & regional data bases and e-resources including regional good practices relating to human resources and organisational development as part of wider knowledge management strategy
    • Facilitate the documentation of best/promising practices and contributions to Communities of Practice and Centers of Excellence

      QUALITY ASSURANCE / RISK MANAGEMENT
    • Advise and support the PTL leadership on program effectiveness & quality practices ensuring compliance with WVI partnership standards, policies and procedures. Advise and support in addressing gaps/issues in program quality practices as necessary and appropriate
    • Support the development, implementation and compliance of WV ministry effectiveness & quality goals and priorities

      INTERNAL & EXTERNAL LIAISON AND COORDINATION
    • Act as a strategic link and focal point for PTL and South Asia & Pacific regional program effectiveness & quality connecting National Offices, Support Offices and Global Center for mutual support.
    • Contribute to partnership forums, Working Groups and networks related to program effectiveness & quality as deemed necessary by PTL Director.
    • Contribute to the development and maintenance of the a people resource sharing system that will draw of the skill base in RO, NO and SOs supporting the PTL.
    • Develop and maintain networks with government, bilateral donors, other INGOs, UN agencies, business entities etc., as appropriate to the purpose of the position.

      GENERAL
    • Contribute to and support activities that enrich and develop spiritual growth in a way that promotes holistic witness in our life and work.
    • Perform any other tasks assigned by the PTL Director.

KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Graduate degree qualification and/or Professional qualification in at least one sector or Development Studies or International Development
    • Strong empirical knowledge of Humanitarian Sector including Humanitarian charter, laws and standards
    • Strong strategic, analytical, organizational, creative, facilitation and leadership skills
    • Excellent oral and written English communication skills
    • High level of awareness of global, regional socio-economic and political issues in East and South & Pacific
    • Demonstrated collaboration & team building skills
    • At least 8 years experience in development
    • A proven record of developing people in a cross-cultural setting and initiating and implementing organizational change at leadership level
    • Competent in the use of MS office software
    • Travel 30% per month

      This role involves the coordination with geographically dispersed Program effectiveness teams located in national offices

      PREFERRED:
    • Understanding of WV vision and mission
    • A thorough understanding of all areas of minimum standards in Sectoral and Cross cutting themes including Child Rights, Child Well Being, Health & Nutrition, HIV/AIDs etc
    • At least 7-10 years experience in Program Management in complex, international organization preferably NGO context
    • Significant senior level leadership experience in an international environment, preferably in Asia.
