The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II's goal is to improve the effectiveness of USAID health programs by developing and increasing the capacity of health professionals with tailored development opportunities. This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and performance management and professional development activities aimed to enhance the technical and leadership skills of fellows.
INTRODUCTION:
The Office of Population and Reproductive Health (PRH) in USAID’s Bureau for Global Health seeks a Population, Health, and Environment (PHE) Technical Advisor. The PHE Technical Advisor provides technical guidance and management oversight to population, health, environment (PHE) activities within PRH programs. PHE activities are designed to enhance understanding of the linkages between population and natural resource dynamics and to improve the delivery of family planning and reproductive health information and services to underserved communities in biologically significant areas where population growth threatens biodiversity or endangered species. The PHE Technical Advisor provides expertise to support and improve ongoing activities, serves as the Office’s technical expert on population, health, and environment issues, and promotes further adoption of the PHE approach by USAID Missions and Bureaus.
The current portfolio includes activities implemented by the University of Rhode Island’s Coastal Resources Center (the BALANCED project), the Woodrow Wilson Center (the HELPS project), and discrete activities within larger PRH projects such as the Population Reference Bureau’s IDEA Project, FHI’s Progress project, the Public Health Institute’s Global Health Fellows Program II, and the University of North Carolina’s Measure/Evaluation project. At present, PHE field activities are being implemented in the Philippines, Tanzania, Kenya, Ethiopia, and Uganda.
The position is located in the Policy, Evaluation, and Communication Division, one of four divisions in the Office of Population and Reproductive Health. The Division supports improved collection, analysis, and use of data in policymaking and program planning; and promotes policies, behavior change, and community norms that result in improved reproductive health outcomes. The Division's portfolio comprises 10 projects with a combined annual budget of approximately $100 million. The Division has a total staff of nineteen. The PHE Advisor will receive day to day technical guidance from the AOR (Agreement Officer’s Representative) for the aforementioned PHE projects.
ROLES AND RESPONSIBILITIES:
The primary responsibilities of the Technical Advisor include:
1) Oversee current USAID/PRH funded PHE portfolio:
  • Provide technical guidance to and assist with management oversight of the PHE projects implemented by the University of Rhode Island Coastal Resources Center and the Woodrow Wilson Center
  • Participate in the management of the USAID, MacArthur Foundation and Packard Foundation “Lake Victoria Basin Population, Health and Environment Partnership,” coordinating USAID-funded PHE activities, providing PHE technical input to proposals, work plans, and monitoring and evaluation plans, and maintaining close communication with Packard and MacArthur Foundation staff
  • Support the AOR in managing the PHE cooperative agreements, providing input on project technical activities, assisting in the review and submission of work plans for approval, meeting regularly with project grantees, and assisting in the conduct of annual management reviews
  • Prepare and present project accomplishments as part of the annual PRH results review and work plan presentations
  • Participate in the design of follow-on PHE projects
2) Serve as an expert technical advisor on population-health-environment (PHE) issues:
  • Provide expert technical advice and leadership to PRH, the Bureau for Global Health, other USAID/Washington units, and USAID Missions on PHE issues
  • Coordinate with other PRH AORs and Technical Advisors on PHE activities being implemented by their projects
  • Ensure the open communication and exchange of PHE findings, best practices, and information across PRH, the Bureau for Global Health, field missions, and PHE programs
  • Provide expert technical advice to USAID Missions in designing, implementing, or evaluating PHE issues
  • Promote USAID’s PHE activities to external audiences
Other tasks or responsibilities may be assigned based on (a) organizational programming need and/or (b) the Technical Advisor’s own interests.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE:
  • Master’s Degree in Public Health, Environmental Studies, or related field
  • Five to twelve years’ of demonstrated experience working with developing country family planning and/or biodiversity, conservation/natural resource management programs, with at least two years in international/resource challenged setting
  • Demonstrated technical expertise, leadership, and passion for the implementation of Population, Health, Environment (PHE) interventions, with a strong preference for experience with PHE in a developing country context
  • Knowledge of and experience with USAID and/or other key organizations active in the PHE field
  • Strong project management skills including monitoring, evaluation and program design
  • Demonstrated ability to develop strategies and priorities
  • Good collaboration and team participation skills
  • Excellent written and oral communication skills
  • Strong organizational skills and ability to multitask
  • Willingness to travel domestically and internationally several times a year, for up to three weeks per trip
  • Language proficiency in French or Portuguese a plus
  • US Citizen or US Permanent Resident
