BACKGROUND:
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote co-operative approaches to security. We work with governments, international organisations and civil society to encourage and support effective policies and practices through advocacy, research and policy development and through supporting the actions of others.
Since its establishment in 1989, Saferworld has made significant progress on a range of conflict prevention issues, including promoting conflict-sensitive approaches to development and security provision, controlling international arms transfers, promoting effective and accountable security and justice sector development, and supporting initiatives to tackle the spread and misuse of small arms and light weapons. Saferworld has developed its work both at the international level across these themes and in countries affected by conflict or insecurity. We have programmes in Africa, Europe and Asia. Saferworld has over 50 members of staff. In addition to our headquarters in London, we have staff based in Kenya, Uganda, Sudan, Sri Lanka, Nepal, Kosovo, Brussels and Vienna.
Saferworld has worked in Europe for over ten years, with a primary focus on the Central Asia, Western Balkans, the Caucasus and Western CIS. Our work combines research and policy advocacy with community based security and peace-building programming. In addition, Saferworld supports wider regional and international conflict prevention and security processes which are relevant to Europe and Central Asia.
Job Purpose:
The Head of Europe and Central Asia programme is responsible for the design and delivery of all Saferworld’s work promoting conflict prevention and reduction and cooperative approaches to security in Europe and Central Asia. This currently comprises national and sub-regional programmes of work in the Western Balkans (including in Kosovo and Bosnia), the Caucasus (including in Georgia, South Ossetia and Abkhazia) and Central Asia (including in Kyrgyzstan and Tajikistan) as well as at the national levels in Russia, Ukraine and Moldova.
In addition to ensuring the effective delivery of Saferworld’s existing programmes, the post holder will also lead the development of our programme in other countries and sub-regions within Europe and Central Asia.
Specifically, the post holder is responsible for leading Saferworld’s engagement on the themes of promoting
conflict sensitivity; security and justice sector development; and small arms and arms transfer controls.

Duties:
1: Strategic planning and programme development
Detailed Actions:
- Lead the strategic development of Saferworld’s work in Europe and Central Asia;
- Oversee and support the development and planning of country and sub-regional strategies to prevent and reduce violent conflict, support the development of the security and justice sectors, and reduce the proliferation of small arms and other conventional weapons;
- Identify new and emerging issues of relevance to Saferworld’s work in Europe and Central Asia and develop appropriate strategies to address them;
- Work with other members of Saferworld’s Management Team, to identify new approaches and methods of working which enable Saferworld to address violent conflict and insecurity in innovative and effective ways;
- Work with the Director, Director of Programmes and Director of Policy and Communications to ensure the effective integration of cross-cutting themes and functions.
2: Programme management
Detailed Actions:
- Oversee and support the implementation and monitoring of country and regional programmes designed to prevent and reduce violent conflict, support the development of the security and justice sectors, and reduce the proliferation of small arms and other conventional weapons;
- Manage the development and implementation of particular aspects of the Europe and Central Asia Programme, as determined by capacity needs and strategic significance;
- Oversee and support the development of relations with Saferworld’s partners in Europe and Central Asia, including governments, civil society organisations and international agencies;
- Undertake high-level representation for the Programme with policy-makers and other senior officials of governments and international agencies.
3: Organisational leadership and people management
Detailed Actions:
- Actively participate in Saferworld’s Organisational Management Team, including by representing the interests of the Kenya and Horn of Africa team and the organisation as a whole in discussions and decision-making;
- Ensure the physical welfare, well-being and professional development of programme staff;
- Manage the performance of direct line reports and oversee the management of other senior staff;
- Ensure effective relations are maintained with other parts of Saferworld;
- Play an active role in developing organisational systems and policies.
4: Fundraising and financial management
Detailed Actions:
- Develop and implement a fundraising strategy for Europe and Central Asia;
- Ensure regular engagement with representatives from the international donor community;
- Lead the development of the Europe and Central Asia annual budget and contribute to the development of the organisational budget;
- Ensure that Europe and Central Asia staff work within their budgets to deliver agreed priorities.
5: Advocacy and communications
Detailed Actions:
- Work with the Policy and Communications staff to develop and implement Saferworld’s advocacy strategies targeting decision-makers and opinion-shapers in the international community;
- Act as a Saferworld spokesperson for the organisation on its priority themes in Europe and Central Asia.
PERSON SPECIFICATION
- A masters degree (or equivalent) in international relations, development studies, political science or a related field;
- An excellent understanding of the discourse on conflict prevention and reduction, security and justice sector development, small arms control, and of the international policy environment in which these issues are addressed;
- A good understanding of the Europe and Central Asia region, and specific experience of working in, or on, all or parts of the wider region;
- A minimum of five years senior management experience, preferably in an international non-government organisation;
- Proven ability to manage and motivate staff at all levels. Experience of managing staff based overseas is also desirable;
- Proven ability to undertake and lead strategic planning, programme development and evaluation;
- Experience of budget development and financial management;
- Experience of donor liaison and fundraising (including reporting to donors);
- Proven experience of working in partnership with NGOs and other civil society organisations and networks;
- Experience of relating to government officials at a senior level;
- Ability to undertake extensive travel (up to 3 months each year);
- High level communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing;
- Excellent written and spoken English, and preferably a good working knowledge of Russian.
