Human Resources Officer - Foreign and Commonwealth Office

A full time position as a Human Resources Officer in the Corporate Services Benelux office in Brussels has become available.

This challenging and varied business partner role requires a significant degree of independent working and confidentiality. The HR Officer will contribute to the success of the HR objectives of the 3 Missions in Brussels with the development, review, implementation and promotion of Human Resource policies, practices, procedures and strategies. Responsibilities will include staff conduct, discipline, terms and conditions, recruitment, and policy issues relating to pay of 120 locally engaged (LE) staff across UK missions in Brussels.

The main responsibilities are:

Terms and Conditions

  • Advising locally engaged staff of terms and conditions of service;
  • Advising new entrants about notional tax and group insurance scheme, hospitalisation scheme, commuter refund;
  • Monitoring and advising of probation, end of contract, continuation of contract. Liaison with accounts section on any changes to salary;
  • Daily monitoring of new information from the online social and legal updates, Belgian press and social legislation guides;
  • Assist with the review, development and implementation of terms and conditions of service;
  • Leading on individual staff cases concerning policy;
  • Liaison with the Local Staff Association and Legal Adviser.

Performance Management and Appraisal

  • Lead on performance management including annual review to ensure all appraisals received;
  • Responsible for updating the annual appraisal database;
  • Providing reports and statistics on performance across the 3 Missions;
  • Lead on all Performance related pay issues.

Recruitment

  • To write all job advert and job descriptions working alongside recruiting managers;
  • Managing all internal and external adverts within agreed deadlines;
  • Supervise and implement the full recruitment and selection process, in line with legislation;
  • Ensure all checks and references are in place.

  • Fluent written and spoken English;
  • Accuracy, methodical and attention to detail;
  • Well developed interpersonal skills;
  • Strong communication skills;
  • Experience in managing staff;
  • A good team player;
  • Proven IT skills;
  • An ability to organise own workload and work flexibly;
  • Ability to understand and research complex issues such as taxation and labour law.

Highly desirable

  • Fluent command of Dutch and/or French;
  • Background in HR or HR qualification;
  • Experience in Performance Management;
  • Good level of MS excel knowledge.

This position will be filled on a fixed term contract.

Taxable Gross monthly salary: € 2736.57
