Knowledge Management Gateway Officer Grade: P.3

The Bureau of Library & Information Services is issuing a call for expression of interest for the position of Knowledge Management Gateway Officer.

This is an assignment of a purely temporary nature. It is not expected to lead to a career in the ILO. Duration is 12 months.

The following are eligible to apply:

- Internal candidates in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations.

- External candidates, under the terms of Art. 4.2e of the ILO Staff Regulations.

INTRODUCTION
One of the key deliverables of the ILO's increased focus on Knowledge Management in recent years is the development and implementation of a Knowledge Management Gateway.

This Gateway will allow constituents, ILO staff in Geneva and the field, as well as others outside of the ILO to access concise, relevant decent work information on ILO member states.

The Gateway will bring together information on labour related laws and standards, statistical data as well as information on key decent work related policies.

Maintenance of the underlying information sources for the Gateway is the responsibility of a diverse collection of ILO organisational entities. It is therefore necessary to create a horizontal knowledge sharing approach across the Office, and foster the development of innovative approaches for sustainable engagement of staff and stakeholders to ensure that the Gateway remains relevant.

The position will be located in INFORM. The incumbent will report to the Knowledge Management Gateway Senior Specialist.
Description of Duties
Specific duties

1. Assist in the development of a sustainable process that facilitates the lightweight capture of recent decent work country data in the Field and Project offices to ensure that the Gateway remains up to date.

2. Help establishing incentive programs in the Regions and projects for knowledge sharing, knowledge contribution and knowledge re-use.

3. Based on best practices, contribute to the development of a Continuous Improvement framework for the Gateway.

4. Assist in the creation of a network for the regular evaluation of the usability and utility of the Knowledge Management Gateway. Evaluate and act on requests for usability enhancements, and seek feedback regarding effectiveness and functionality.

5. Conduct workshops that focus on addressing specific adoption/utilisation issues raised through the various feedback mechanisms.

6. Work with managers at HQ and in the Regions to establish which particular policy data would add the most value to the Knowledge Management Gateway.

7. Work with technical sectors to establish existing policy data structures and formats. Define a design template for presenting policy data through the Gateway.

8. In collaboration with ITCOM define a high level migration strategy for consolidation of data formats and accessibility

Generic duties

1. Assess country experience (on selected topics) with a view to identifying best practices
in finding solutions to problems identified.

2. Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications.

3. Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.

4. Monitor and coordinate contributions from the external collaborators.

5. Act as focal point on a specific field of specialisation.

6. Participate in training seminars and workshops as resource person.

7. Represent the Office at international, regional and national fora.
Required Qualifications
Education
Advanced university degree, or a first level university degree and a recognized professional qualification or 2 years of relevant experience in addition to the required experience, in information science or other closely related field.
Experience
Three years' experience at the national level and two years at the international
level.
Languages
Excellent command of English. Proficiency in French and Spanish is an advantage.
Competencies
Excellent knowledge of the use of computerized systems applicable to information networks.

Expert knowledge of information technologies used for the storage, retrieval and dissemination of information and information sources.

Good knowledge of the wide range of subjects that are of interest to the Organization.

Excellent analytical skills.

Ability to manage a work unit and to supervise staff.

Ability to communicate effectively both orally and in writing, to draft concise instructions and guidelines and to negotiate with internal and external clients and vendors.

Ability to work on own initiative as well as a member of a team.

Ability to provide expert advice.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;
  • Repatriation Grant;
  • Home-leave travel with eligible dependants every two years;
  • Rental subsidy (if applicable).

Recruitment is normally made at the initial step in the grade.
The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
