Knowledge Management Gateway Senior Specialist Grade: P.5

The Bureau of Library & Information Services is issuing a call for expression of interest for the position of Knowledge Management Gateway Officer.

This is an assignment of a purely temporary nature. It is not expected to lead to a career in the ILO. Duration is 12 months.

The following are eligible to apply:

- Internal candidates in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations.

- External candidates, under the terms of Art. 4.2e of the ILO Staff Regulations.

INTRODUCTION
One of the key deliverables of the ILO's increased focus on Knowledge Management in recent years is the development and implementation of a Knowledge Management Gateway.

This Gateway will allow constituents, ILO staff in Geneva and the field, as well as others outside of the ILO to access concise, relevant decent work information on ILO member states.

The Gateway will bring together information on labour related laws and standards, statistical data as well as information on key decent work related policies.

Maintenance of the underlying information sources for the Gateway is the responsibility of a diverse collection of ILO organisational entities. It is therefore necessary to create a horizontal knowledge sharing approach across the Office, and foster the development of innovative approaches for sustainable engagement of staff and stakeholders to ensure that the Gateway remains relevant and up to date.
Coordinating the entire implementation and subsequent information support of the Gateway requires collaboration across the Office, with special attention to the field structure to determine realistic and cost effective processes for collecting, verifying and processing the underlying data. The work related to the coordination of the Gateway falls into four main areas of work:

1. Promote the development of a knowledge centric organisation

2. Develop the processes that ensure the sustained relevance of the Knowledge Management Gateway

3. Refine the information needs to be met, and the sources that will feed the Knowledge Management Gateway, particularly the policy trade for which no established sources exist at present.

4. Manage the development, implementation and launching of the Knowledge Management Gateway

During the implementation phase of the Gateway, the incumbent will report to the team leader of the Gateway Task Force and liaise closely with the task force coordinator as well as staff involved in other Knowledge Management initiatives in the Organization. The position will be located in INFORM.
Description of Duties
Specific duties:

1. Promote the development of a knowledge centric organisation.

Partner with other colleagues involved in various aspects of Knowledge Management (such as research, policy analysis, and broader communication issues) reinforce and embed Knowledge Sharing practices at HQ and in the Regions.

Promote adoption and mainstreaming of Knowledge Management through the development of good practices, implementation of training and capacity building programs and consultations, and establishing links with other knowledge initiatives.

Form and maintain relationships with the HR and IT departments along with the ILO library to ensure that knowledge management practices and techniques are integrated into organizational learning approaches.

Help define roles, skill-sets and opportunities required in the organization to support and sustain knowledge sharing and facilitate training and continuous education of ILO staff to support the ongoing knowledge initiatives.

2. Develop the processes that ensure the sustained relevance of the Knowledge Management Gateway.

In collaboration with the Regions, develop sustainable processes that facilitate the lightweight capture of recent decent work country data in the Field offices and Headquarters to ensure that the Gateway remains up to date.

Establish incentive programs in the Regions and Headquarters for knowledge sharing, knowledge contribution and knowledge re-use.

Evaluate and prepare regular reports on the quality of the Gateway.

Based on best practices, help develop a Continuous Improvement Framework for the Gateway

Create a network for the regular evaluation of the usability and utility of the Knowledge Management Gateway.

Evaluate and act on requests for usability enhancements, and seek feedback regarding effectiveness and functionality.

Develop out-reach programs for promoting use of the Gateway beyond the ILO in collaboration with other units in DCOMM and other parts of the Organization.

Conduct workshops that focus on addressing specific adoption/utilisation issues raised through the various feedback mechanisms.

3. Refine the information needs to be met, and the sources that will feed the policy track of the Knowledge Management Gateway.

Work with managers at HQ and in the Regions to establish which particular policy information would add the most value to the Knowledge Management Gateway

Work with technical sectors and field staff to establish policy data structures and formats.

Define a user friendly interface for presenting policy data through the Gateway.

Define a effective migration strategy for consolidation of data formats and accessibility

Work with technical staff in ITCOM and the technical sectors to develop workable solutions (user friendliness, interface, flexibility of the system)

Develop a process for continuous data collection, production and publishing of information through the Gateway.

4. Manage the development, implementation and launching of the Knowledge Management Gateway
Ensure that the development efforts for the three contributing tracks of the Gateway are aligned, complementary and coordinated in a timely manner.
Develop, update and report on a detailed project implementation plan for the Gateway.

Develop and implement a detailed training and capacity building plan to support the implementation of the Gateway in close collaboration with HRD, other Knowledge Management initiatives and the ITC.

Manage the implementation of a communication strategy to raise awareness and promote ownership and usage of the Gateway among ILO staff and other key user groups in collaboration with other units in DCOMM.

Manage risks and issues that occur during the project, and may impede timely progress. Address issues as they arise, and propose appropriate risk mitigation strategies.

Coordinate key deliverables during the design phase for the user interface that assembles the three data "tracks" of laws and standards, statistics and policies.

Manage a matrixed project team of integrators, information architects, technical specialists, web editors, programmers, and statisticians who are contributors to the project's objectives, but who report to other parts of the Organization in the field and at Headquarters.

Provide regular briefings on progress of the Gateway project to existing governance bodies.

Ensure that terms of reference are established for each working group related to the Gateway and coordinate key deliverables.

Monitor progress of the working groups.
Required Qualifications
Education
Advanced university degree in information science or other closely related field. A degree or a minor in social science is an advantage.
Experience
Ten years of professional experience in relevant area of which five years at international level. Knowledge of the organization would be and advantage.
Languages
Excellent command of English and French or English and Spanish. Proficiency in the third official language is an advantage.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Recruitment is normally made at the initial step in the grade.

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
