IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy. In order to do so, IRENA will facilitate access to all relevant renewable energy (RE). It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.

To support the transition to a future essentially based on renewable energy and to ensure that renewable energy grows rapidly in the national energy mix in all countries, IRENA would facilitate an understanding on what enabling conditions are needed, which impediments must be removed and what cluster of measures responds best in a specific country situation.

Access to renewable energy financing, especially in developing countries, remains a critical barrier, exacerbated by lack of knowledge on the huge opportunities renewables offer and the financial options available. Under the Policy Advisory and Capacity Building (PACB) sub-programme, IRENA is mandated inter alia with improving the understanding of financing possibilities and enabling conditions to leverage RE investments.

IRENA supports Member States upon their request in identifying financing mechanisms and solutions for implementation of their RE programmes. On request, Member States are provided advice on financing of RE and the application of related mechanisms. In collaboration with relevant institutions, IRENA will monitor renewable energy financing mechanisms and investment flows.

Under the supervision of the Director, Policy Advisory and Capacity Building, the Senior Programme Officer - Renewable Energy Finance:

  1. Leads the design and development of technical assistance for the implementation of financial mechanisms for RE deployment in Member countries;
  2. Stays abreast of developments in RE finance and financial markets and identifies trends and key topics in RE financial advice, including by conducting surveys;
  3. Leads in analysis and categorisation of financing mechanisms;
  4. Identifies lessons learned and best practices in innovative financial mechanisms and business models for scaling up access to renewable energy services with special focus in developing countries;
  5. Assures the effective implementation of the Abu Dhabi Fund for Development (ADFD) cycle;
  6. Leads the analysis on governance, sourcing, and disbursement of bilateral and multilateral funds for renewable energy;
  7. Identifies key organisations, networks, partnerships and other sources that are providing advice in financing RE and devises a framework for collaboration;
  8. Ensures close links with the other IRENA divisions and support the processes within the division for effective implementation of the Work Programme;
  9. Prepares and reviews relevant documents, studies and reports;
  10. Perform other duties as required.

Competencies

Professionalism: Excellent knowledge in fundamentals of financing and renewable energy; excellent knowledge with the renewable energy financing mechanisms; experience in assessment of financing mechanism; excellent knowledge in the enabling conditions for financing renewable; ability to implement projects/programmes; effective analysis and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; general understanding of macroeconomic issues; proven ability to produce reports and papers on technical issues; ability to review and edit the work of others.
Leadership: Ability to build an environment of collaboration and team work; guide activities of a team to achieve goals set out and have good problem solving skills including ability to identify and participate in the resolution of issues/problems.
Communication: Excellent drafting ability and communication skills, both oral and written; ability to write reports that are clear, concise and meaningful; creates and promotes enabling environment for open communication; demonstrates openness in sharing information and keeping people informed.

Qualifications

Education: Advanced University degree (Master degree, MBA or equivalent) in finance/business/economics. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of ten years of progressively responsible experience in designing and implementing energy finance projects/programmes. Experience in assessment of financial mechanism. Good knowledge of issues surrounding renewable energies. Management experience, preferably within the context of an international organization.

Language: Excellent command of both written and spoken English is essential.
