This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
In recent years, labour migration flows in Southeast Asia have grown in volume and complexity. The continued growth of labour migration within and from Southeast Asia can be attributed to a number of factors, including demographic evolution, income disparities, human security concerns, established migrant networks and improved transportation links. As the number of women and men migrants within and from Southeast Asia grows, so do the opportunities for unscrupulous job brokers and employers to take advantage of them. Moreover, irregular migration thrives because of the various disincentives that make licensed recruitment channels unattractive to low-skilled women and men migrants. The procedures are lengthy, complicated and not transparent; and the high costs involved can lead migrants into debt or debt bondage. Legal channels are supposed to ensure the protection of the migrant worker, but even documented workers are not guaranteed decent working conditions.

The ASEAN TRIANGLE project will develop regional public goods (RPGs) to strengthen regional policies on the governance of labour migration, and enhance the capacities of governments, workers' and employers' organizations. The project outputs are consistent with ASEAN priorities, targets and commitments, as reflected in the plans and programmes of several regional entities, including the ASEAN Labour Ministers (ALM), the ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW), the ASEAN Trade Union Council (ATUC), and the ASEAN Confederation of Employers (ACE). The project will support more effective cooperation within and among these regional constituent groups.

The Senior Programme Officer/Project Coordinator (SPO/PC) will work under the supervision of the Deputy Regional Director for Policy and Programmes and the technical guidance of the Regional Migration Specialist. On certain activities, the SPO/PC will work in close collaboration with the Senior Programme Officer/Project Coordinator of the GMS TRIANGLE project.
Description of Duties
Under the supervision of the Deputy Regional Director for Policy and Programmes and technical guidance of the Regional Migration Specialist, the SPO will undertake the following duties and responsibilities:

1. Plan, and facilitate consultative meetings, seminars and workshops at the regional level. . Prepare presentations and address meetings on behalf of the ILO.

2. Provide technical assistance through the development of regional training materials, tools and information systems; the delivery of regional training programmes; the operation of regional information systems and the online community of practice (AP-MAGNET); and follow-up assistance in national level adaptation.

3. Provide guidance to the regional constituent bodies (ACMW, ACE and ATUC) and the project steering committee. Review and analyse their work plans and priorities, and identify potential technical cooperation activities in relation to expressed needs and the known capabilities and resources available. Assess the relative feasibility and impact of proposed activities.

4. Support regional coalitions of social partners in the organization of activities and the design and implementation of action programmes. Monitor, backstop, evaluate, and adapt them where appropriate.

5. Ensure effective implementation of the project through timely provision of inputs, effective backstopping, timely and efficient delivery of outputs, and monitoring and evaluation of the project activities in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures.

6. Guide and supervise the work of the national project coordinators in designing, monitoring, evaluation and reporting of project activities, and ensure effective coordination with the GMS TRIANGLE project.

7. Maintain relations and develop cooperation with key stakeholders at national and regional levels, donor agencies, NGOs and other international agencies with programmes or mandates to manage migration and combat trafficking in the region;

8. Establish and develop information systems covering ILO technical activities under the project, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programmes;

9. Promote ILO policies regarding migration, forced labour, child labour, equality of opportunity and treatment for women and men, and the relevant International Labour Standards;

10. Carry out other duties as may be assigned.
Required Qualifications
Education
Advanced university degree in economics, management, social sciences, or law
Experience
Seven years of professional experience, with at least five years of operational experience in project or programme management and implementation. Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, preferably in the ASEAN region. Familiarity with ILO policies and procedures would be an asset. Experience in working on migration and anti-trafficking issues.
Languages
Excellent command of English.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Recruitment is normally made at the initial step in the grade.
The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Bangkok, he/she may be assigned to any duty station designated by the Director-General of the ILO.
