Senior Technical Officer Grade: P.4

This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The Expanded Public Works Programme (EPWP) in South Africa is a nationwide programme which makes systematic use of public expenditure to boost productive employment and to develop marketable skills among Women, Youth, and People with Disability thereby contributing to the national goal of alleviating poverty. The EPWP thus provides an employment-based social protection mechanism to the marginalized communities in the short to medium term. Part of the strategy of the EPWP is to increase the labour intensity of government infrastructure projects through the use of employment intensive work methods (in the delivery and maintenance of infrastructure) in a bid to stimulate the creation of employment opportunities.

The second phase of EPWP spanning the period 2009 - 2014 was launched in April 2009, with an overall national objective of up-scaling and creating 4.5 million work opportunities (or 2 million Full Time Equivalent jobs) to contribute towards the Millennium Development Goals of halving unemployment by 2014. The ILO has since 2005 been providing technical assistance to the implementation of the programme at the national and provincial levels. At the request of the Government of South Africa, the ILO technical assistance to the implementation of the EPWP has been extended to 2014.

Reporting lines:

The Senior Technical Officer will report to the ILO Chief Technical Adviser. In order to provide a coordinated input and ensure delivery of the project, the Senior Technical Officer will also work closely with other ILO team members, including those in other projects operating in South Africa and the Chief Director Infrastructure EPWP and the Chief Director responsible for provincial EPWP Coordination.

The Senior Technical Officer attached to the ILO Decent Work Team Pretoria will provide technical backstopping support to the programme whilst ILO DWT Pretoria will oversee the project implementation and manage its administrative requirements.
Description of Duties

The Senior Technical Officer will support the implementation of the infrastructure component of the EPWP with a special focus on provincial roads.

The Senior Technical Officer will also provide technical support to other provinces as per time input and geographic scope agreed with the ILO CTA and the Chief Director EPWP infrastructure sector.

The Senior Technical Officer will carry out, but not limited to, the following duties:

Policy development and promotion

- Produce discussion documents to assist in the development and promotion of employment intensive infrastructure investment policies, strategies and implementation tools for adoption by implementing agencies.

- Develop policy promotion materials (brochures, video).

- Develop guidelines for the implementation of different portfolios of infrastructure using Labour-intensive methods of construction.

Skills / Capacity Development

- Conduct training and Reorientation of EPWP stakeholders such as Officials involved in coordinating and managing the EPWP in provinces and municipalities and Officials involved in implementing EPWP projects.

Project Management and Technical Support

- Advise implementing public bodies in the identification, planning, and implementation of infrastructure projects in a manner that increases labour intensity and is compliant with EPWP principles.

- Produce planning, design and implementation Guidelines for EPWP implementers.

- Provide ongoing technical support to practitioners and officials of institutions implementing the EPWP.

Research

- In collaboration with relevant stakeholders, carry out researches and studies that contribute to optimization and mainstreaming of the use of Employment Intensive (EI) methods.

Advocacy

- Disseminate and promote adoption of good practices used in South Africa.

- Produce promotional materials (videos, pamphlets, bill boards, etc) which target policy makers, programme managers and the general public and assist in branding of EPWP.
Required Qualifications
Education
Advanced university degree in Civil, Environmental Engineering or other related discipline with demonstrated expertise in rural road development, institutional development and capacity building.

Experience
Minimum of seven years' experience (of which at least three years at an international level) in managing rural roads projects in challenging environments, in collaboration with governments of developing countries, with local representatives of donor agencies, and heterogeneous teams composed of consultants, experts, and local collaborators of different educational and cultural background.
Languages
Excellent command in spoken and written English is required. Good knowledge of a second official working language of the ILO is an added advantage.
Competencies
The Senior Technical Officer should have the following attributes:

- Ability to influence attitudinal changes in partners towards the use of labour intensive methods;

- Ability to provide policy advice and the ability to manage large programmes and coordinate activities among components;

- Demonstrated ability to train, coach and mentor counterpart staff.

- Ability to import and contextualise international best practices.

- Good computing skills, at least in MS Word, MS Excel and MS PowerPoint.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;

Recruitment is normally made at the initial step in the grade.
The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in , he/she may be assigned to any duty station designated by the Director-General of the ILO.
