Background

The Commonwealth Pacific Governance Facility (CPGF) was established to contribute to sustainable development and economic growth in the Pacific region by promoting good governance through the transparent, accountable and equitable management of resources. In meeting this goal, the CPGF will support effective engagement between Commonwealth countries and their development partners for the promotion and practice of good governance in the region and within Pacific Island countries.

Programme Components

The CPGF focuses broadly on strengthening two key areas:
  • Democratic institutions – to strengthen democratic institutional frameworks, capacity and processes.
  • Anti-corruption institutions – to strengthen human resources and institutional capacity for combating corruption.

Duties and Responsibilities

The CPGF is be based in Honiara, Solomon Islands and headed by a Programme Director. The Director will be supported by a Programme Coordinator (PC) and a Finance and Administration Officer.
The Commonwealth Secretariat is recruiting a Programme Coordinator to work closely with the CPGF team and support the CPGF Director to achieve its objectives.
  • Assist the CPGF Director with the management and the successful implementation and delivery of the Programme on a day to day basis.
    • Ensure close adherence to the CPGF procedures manual.
    • Develop a cohesive component programme for each of the two pillars including supporting activities.
    • Prepare a draft Annual Work Plan and estimated budget within the appropriate timeframe according to the Secretariat’s reporting requirements.
    • Prepare quarterly budget reports and submit to GIDD on the last week of each quarter.
  • Appraise requests and develop technical support proposals within the remit of CPGF framework and annual plan:
    • Assess requests/proposals for CPGF funding in the light of the CPGF project design and budget framework and, provide clear recommendation to GIDD for approval.
    • Prepare and appraise technical expert proposals (short and long term) to support programme implementation including, appropriate ToR and initiate the recruitment process in a timely manner.
    • Manage and appraise Technical Expert contract performance
  • Oversee the financial, contractual, human resource and all related administrative arrangements in close consultation with the Director and CWS.
  • Work with a broad range of stakeholders to sustain strategic partnerships through complementary project support in coordination with member governments, donor partners and non-states actors in the region.
  • Preparation of draft programme reports for the Commonwealth Secretariat, donor partners and/or member countries as required.
  • Assist with the CPGF monitoring and evaluation (M&E) process as directed by CPGF Director and in accordance with the CPGF operational guide.
    • Undertake policy analysis and review of lessons learned emerging from implementation and provide advice to CPGF Director as part of the programme M&E process.
    • Manage the development and implementation of a M & E framework in close consultation with CW/GIDD to inform CPGF review and reporting.

Person Specification

The successful candidate should have:
  • A post-graduate qualification in development studies, political science or related discipline.
  • At least five years experience on bilateral and/or multilateral programme management, with a minimum of three years experience in the Pacific region, including:
    • Experience of drafting, delivering, monitoring and reporting on project work plans.
    • Sound procurement experience for recruiting and mobilising senior technical advisors.
    • Experience of budget preparation process, management and reporting systems for programme budgeting, cash flow and programme auditing.
    • Sound experience of programme monitoring and evaluation for programme performance.
    • An understanding of the principles of gender sensitive programming.
  • Knowledge and understanding of the development challenges in the Pacific region and of national and regional issues relevant to at least one of the thematic areas of the CPGF.
  • Experience of dealing with Governments as partners.
  • Excellent writing and presentation skills.
  • Ability to maintain constructive and productive strategic partnerships through programme collaboration for resource coordination.
  • Ability and vision to proactively support the implementation of the Programme objectives.
