Responsibilities:
The Afghanistan University Support and Workforce Development Program (US/WDP) is designed to help Afghanistan’s higher education professionals effectively manage the growth of tertiary education while improving academic quality.  US/WDP will improve the management capacity of the Ministry of Higher Education (MoHE) and up to 10 public universities.  It will help the MoHE implement key strategies designed to ensure quality education and employment for a larger number of Afghan men and women and will enable universities to manage and expand education resources in ways that encourage effective governance structures.  It also will assist in developing learning environments that foster well qualified and professional faculty members, highly capable and motivated students, diverse and market-oriented academic programs, sustainable public-private collaboration, international university partnerships, and other innovations that move Afghanistan toward the higher education system it deserves.

The Director, Compliance and Risk Management Practice (D/CRMP) is a member of the US/WDP senior management team; he/she takes the lead in all US/WDP compliance and risk management practice issues. The D/CRMP develops, implements, and manages compliance and risk management activities in collaboration with all US/WDP offices and departments as well as HQ departments for compliance and internal audit, contract management services, procurement and other enterprise services. The D/CRMP reports to the CoP with functional reporting lines to the HQ Office of Compliance & Internal Audit (OCIA) and directly collaborates with the Director of Finance and Administration (DFA).

Roles and Responsibilities

  • Operationalizes professional expertise and training to the US/WDP team to ensure full compliance with USAID regulations, FHI 360 policies, and Afghanistan laws.
  • Promotes a project-wide culture of compliance and risk management through compliance practice leadership, staff compliance training, regular project compliance reviews and pro-active identification of potential compliance-related issues.
  • Provides guidance to COP and senior management team to achieve balance between requirement for rapid implementation and minimizing potential financial, reputational and audit risks.
  • Proactively improves project-wide awareness of and responsibility for compliance among all project staff through regular communication with project management. Works with project staff to develop and institute processes to better ensure compliance.
  • Closely collaborates with Contract Management Services (CMS), Procurement and other HQ departments in informing and educating the US/WDP team on organizational and funder compliance requirements. To reduce turnaround time, assists with preparation of requests for HQ CMS and USAID AO approval.
  • Leads the development and roll out of compliance tools such as: quick compliance reference guides, forms, checklists, etc. to better ensure efficiency and reduce compliance risks.
  • Provides field-based inputs into the oversight of the sub-award and procurement processes; collaborates with the COP, Director of Operations, Director of Finance and Administration and others to revise and update processes and procedures, as needed.
  • Serves as a resource for the implementation of sub-awards and the localization of the required corporate governance.
  • Mentors staff in the detection of potential irregularities in procurement and sub-award processes and overall fraud prevention techniques.
  • Undertakes periodic reviews to ensure the effectiveness of the project’s compliance practice objectives.
  • Assists the Office of Compliance and Internal Audit (OCIA) with reviewing and investigating any potential compliance issues identified on the project.
  • Undertakes periodic reviews to assesse the effectiveness of the project’s compliance practice with applicable regulations and FHI 360 policies, and identifies areas for improvement; provides written report of findings and recommendations for corrective actions.
  • Collaborates with the COP, the Director of Finance and Administration, and US/WDP managers to follow up on recommendations and ensure corrective actions/processes are operationalized.
  • Supports project participation in external audits of US/WDP – both USAID programmatic and financial audits and OIG audits.
Qualifications:
  • Bachelors in one of the following or related fields preferred: Business Administration, Accounting, Finance, Auditing or related field.  MBA or other relevant graduate degree a plus.
  • Ten (10) years of relevant experience required in program operations, financial management, contracts & grants administration, program management, compliance, or relevant business experience.
  • Field-based experience in conflict/ post-conflict countries is essential; work in Afghanistan preferred.
  • Experience with USAID required; experience with other international donors and agencies is a plus.
  • Experience interacting frequently with remote project offices and field-based organizations is required.
  • Demonstrated experience performing and operations reviews; and analyses of budget vs. actual expenditures is required.
  • Demonstrated experience interacting with senior management/leadership in localizing corporate governance and compliance practice.   
  • Working knowledge of USG regulations, FAR, A-110, A-122, A-133, and related government contracting rules and regulations required.
  • Strong overall business acumen and ability to align governance, risk and localization requirements with the realities of the organization’s work environment.
  • Proven computer skills with Microsoft Word, Excel, Access, PowerPoint.
  • Excellent organizational, time management and prioritization skills and attention to detail are required.
