Partners Capacity Development Officer Finance

We are looking for experienced and highly motivated individuals with great capacity development skills combined with great financial skills related to (complex) project and program management as well as organisational development. Our ideal candidate is able to recognise existing capacity in organisations and individuals, and is capable of designing and providing practical and specific capacity development support to partner organisations which increases their financial capacity sustainably. Our ideal candidate brings experience in designing and implementing training and is able to develop further & contextualise existing modules and methods which can be replicated in country offices. 
We look for team players, diplomatic but persuasive, and able to handle multiple tasks. Our candidate has experience in multiple countries/divers settings and keen to work closely with closely with with partner organisations who contribute to change.
Partners Capacity Development Officer (for 32 hours) Finance
Location: The Hague, but a large part of the year, you will be working in the program countries of Oxfam Novib in Africa and Asia, so very frequent travel (up to 10 times a year for a few weeks) is a key part of the job. Countries where Oxfam Novib works includes countries with security issues,
You will be part of a small team including Partner Capacity Development officer MEAL and part-time coordinator. This team is managed by the head of the Humanitarian Bureau.
Background of the position
Oxfam Novib has a long history of working with partner organizations in program planning and delivery and supporting partner organizations in development of their organisational capacity and financial sustainability.
Within the new decentralized structure of Oxfam Novib the Country offices are responsible to deliver these two diverse results: quality project delivery (managing a variety of donor requirements) as well as promoting organisational capacity of the local partner organisations.
This position is focused on the capacity development of partner organisations quality project implementation, fund management and reporting. You will work together with the CD-officer MEL and coordinator capacity development of partners.
Responsibilities
  • Work with Partner Organisations to enhance quality project implementation - focused on financial management, donor reporting, budgeting, etc. in line with Oxfam Novib standards. - through training, on the job mentoring, coaching in support of and in collaboration with the Country Office;
  • Work with Partner Organisations to enhance organisational capacity towards achieving financial sustainability - through assessment of organizational capacity of partner organisation financial project management and through development of approaches to strengthen these (within as well as beyond the life of the existing project cycle);
  • Support Country Office staff to assess and strengthen partners' financial capacity and support promotion of capacity of Oxfam Novib (senior) finance officers to Through Training of Trainers, mentoring and coaching inn close collaboration with the Quality Delivery Team and Quality & Control department;
  • Roll out Oxfam Novib's Finance Resource Pack to partners in collaboration with country office;
  • Contribute to further development, improvement and contextualisation of the Training modules (linked to Resource Pack) in coordination with the Partner Capacity Development officer on MEL;
  • Design and implement capacity development actions (can include training, mentoring,, e-learning, etc.);
  • Cooperate and liaise with other capacity development work carried out within Oxfam and Oxfam Novib (including MEL, and humanitarian capacity development);
  • In some cases you will be requested to take responsibility of financial management related to high-risk projects where capacity gaps (in finance) occur.
Tasks:
  • to develop and conduct training, mentoring and coaching for Oxfam Novib Partner organisations in the field of sustainable financial systems, risk management;
  • to improve and contextualise Oxfam Novib's Finance Resource Pack and related training modules in collaboration with the Capacity development officer MEAL;
  • to raise awareness, support and train CO staff to effectively develop capacity of Partner organisation's related to financial policy, standards and systems that are compliant with Oxfam and donor requirements;
  • to assist country offices in their direct work with partners to assess partner systems and procedures, with specific attention for partner financial systems and business models;
  • to contribute to Oxfam & Oxfam Novib 's policy development and implementation of requirements and practices around financial standards and financial risk assessment and translate these in Oxfam Novib capacity development initiatives;
  • to support to the development of this new post and, in coordination with colleagues in HQ, take an active role in scouting for and organisation of missions to countries
We ask:
  • academic degree or academic working level in a relevant subject (business administration, business logistics & finance, business economics);
  • 3-5 years of experience in :
    • Financial project management and financial/organizational capacity assessment
    • Development of financial systems and procedures (organizational development) in both international and local organisations.
    • dealing with external donors: good knowledge on budgeting, monitoring and reporting according donors compliances;
    • working with local organizations in Asia and/or Africa;
  • Demonstrable experience with training, capacity development and transfer of knowledge and information in variety of cultural contexts;
  • Experience with developing and reviewing (contextualised) training materials
  • An understanding of gender and diversity and proven committment to incorporate these concepts in your work;
  • Good knowledge of English and French (Portuguese is an advantage). Excellent verbal and written communication skills;
  • Ability to work independently

We offer
The position needs to be graded formally but anticipating the formal grading the max salary is set between EU 2.351 and EU 3.617,- gross max. per month, based on a 36-hour working week.
