Policy and Fundraising Adviser

Background
This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
Tasks and Responsibilities
Under the overall supervision of the Project Co-ordinator, the incumbent is the principal adviser on ODIHR`s fundraising approach and methodology, particularly with regard to innovative approaches to fundraising. More specifically, the incumbent shall perform the following duties:
  • Advising on ODIHR fundraising efforts and approach; researching and preparing extra-budgetary funding opportunities for all ODIHR programmes and projects, especially with non-traditional donors;
  • Preparing information on identified funding opportunities for the relevant programmatic department(s) and co-ordinating the response;
  • In close co-operation with the Project Co-ordinator and the programmatic departments, identifying and building strategic partnerships with other international organizations, NGOs, coalitions and other relevant counterparts for possible future joint initiatives;
  • Co-ordinating the information related to the relations between donors and programmatic departments, and ensuring a streamlined and consistent approach;
  • In close co-operation with the Senior Administrative Assistant, maintaining the overall information on ODIHR's fundraising history and opportunities;
  • Following political developments relevant for ODIHR programming work and advising, through regular briefings and/or reports, the Project Co-ordinator/First Deputy Director on the possible impact on programmatic activities and fundraising;
  • Researching good practices and experiences in ODIHR programmatic work aimed at establishing and promoting added value and comparative advantage;
  • Researching strategic planning tools and practices relevant for the ODIHR context, and assisting with the organization of related meetings and events;
  • Preparing briefings, talking points and presentations for the Project Co-ordinator and, if required, for ODIHR senior management;
  • Performing other related duties as required.
Necessary Qualifications
  • A first level university degree in law, political or social science, or related subject, preferably with a specialization in international relations and/or public policy;
  • A minimum of six years of professional experience, which must include relevant work in diplomacy or international relations, and field and reporting work in the areas of human rights and democracy assistance;
  • Project management experience, preferably with donor-funded projects in a complex and/or sensitive political context; established experience in fundraising for similar projects and strong familiarity with the countries in the OSCE region;
  • Demonstrated understanding of the specificity and sensitivity of activities in the fields of human rights, democratization, tolerance and non-discrimination, Roma and Sinti issues and elections;
  • Computer literate with practical experience in Microsoft applications;
  • Excellent written and oral communication skills in English; working knowledge of other OSCE languages, especially Russian, is an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
