Position Summary

General
This position is responsible for setting strategy and procuring Indirects and other Operational and Low Value Sourcing Activities for BG Groups Houston office
The position will engage with the various business unit demand managers to understand what goods/services their businesses need to operate, and either locally procure the required goods and services in the most efficient manner possible, or collaborate across Assets/Regions to leverage a common collective demand.
The position will actively negotiate with counterparties in order to achieve the best possible procurement result for the business.
This position is responsible for securing the best value for the businesses’ required goods and services by evaluating, tendering, competitively pricing, and negotiating with potential vendors.

Influencing the network
Educating internal stakeholders to ensure they are supportive of the strategy, and aware of Contracts and Procurement’s role and remit; 

Strategy development 
Supporting the development of the Procurement plan, including the segmentation of spend into appropriate Global categories.
Building strong relationships with internal stakeholders to understand and help shape demand.
Providing market intelligence.

Demand ManagementIdentify and manage the demand pipeline across Houston and identify appropriate commercial opportunities for C&P. Provide follow up execution support as required.
Leverage centrally negotiated contracts for the benefit of Houston.
Use demand data, market analysis and aged contract information to develop Procurement plan.

Market approachEnsuring robust process and the compliance with BG Standards and Guidelines throughout the tendering and bid evaluation phases; 
Leading negotiations with top management of key Global suppliers/contractors;
Coordinating with TVP / Assets to determine the optimal market approach.
Ensuring appropriate contractual relationships are placed for external sourcing to balance commercial arrangements with acceptable risks.

Performance and Relationship ManagementSupporting Contract owners in the implementation of Contractor Performance and Relationship Management for key contracts.

Key Accountabilities

GeneralPromotes competitive advantage through total cost of ownership, supply chain management, incentive arrangements, total vendor management and capitalization of vendors’ knowledge and resources.
Builds effective relationships with major contractors and suppliers at top management level. 
Supports the delivery of the asset’s HSSE targets through the identification of appropriate contractors.
Delivery of procurement strategy and negotiated vendor contracts for the Houston office and the Regional Executives located within the Houston office. 

Health, Safety, Security and Environment (HSSE)Championing the BG Group HSSE agenda, and demonstrating safety leadership in C&P.
Ensuring contractor selection, award and performance management processes drive optimal HSSE performance.

Value Delivery Implementing processes to ensure awareness and understanding of both historic and anticipated future spend within the Asset, and the associated impact on the business plan.
Working in collaboration with Global C&P Category Teams to ensure development and implementation of category plans and C&P strategies to optimise value for the business.
Developing and sustaining capabilities to ensure deep understanding of supply markets in order to identify opportunities and mitigate risk.
Ensuring development and execution of robust contracts and contract management plans.
Ensuring implementation of robust Contractor Performance Management (CPM) and Contractor Relationship Management (CRM) Processes.

Governance and ControlEnsuring activities are conducted in accordance with the BG Group Policy and Standards, and where feasible utilizing Group C&P systems architecture.
Undertaking due diligence to mitigate risk from supplier selection through to contract execution.

Unique Knowledge, Skills, Experience and Attribute

Experience Needed:
 
Bachelor's degree or equivalent experience in major purchases, contract negotiations, and the procurement of goods and services for finite projects or indirect spend programs (preferably within Oil & Gas industry).
Strong external network of known suppliers/vendors within Oil & Gas industry or indirect spending segment, or experience in successfully establishing a similar network in another industry.
Professional Procurement qualification e.g. ISM or MCIPS.
 
Knowledge, Languages, Skills and Attributes:
Ability to represent the C&P Department and communicate with internal clients and external counterparties to the highest professional standards.
Excellent organizational skills. 
Ability to learn quickly, to adapt and develop in a rapidly changing situation.
Excellent word processing and slide presentation skills.
