General functions
Under the direct supervision of the Chief of Mission (CoM), the incumbent will be responsible on one side for the development of new projects, including liaison with the Belgian Government (GoB); and on the other side for the coordination of the project “A joint IOM, UNHCR and ICMC project – “Strengthening the response to emergency resettlement needs”.
In particular, he/she will undertake the following tasks:
With regard to the development of new projects, including liaison with the Belgian Government (GoB):
  • Research and analyze GoB’s institutional framework and policies in view of developing appropriate projects/programmes;
  • Understand and communicate donor priorities and funding opportunities in Belgium and propose to the CoM the development of new programmes/projects that correspond to IOM’s institutional and country-specific strategies, expertise and action plan;
  • Assist in presenting IOM policies and activities to institutions in Belgium and other Partner Organizations represented in Brussels and represent the organization in various technical level inter-agency and relevant coordination meetings in Brussels;
  • Assist in the development of project documents for GoB funding, and assist in the development of policy papers for submission to EU Institutions and GoB;
  • Develop and regularly update and share internal SOP’s that allow the IOM Brussels CO to keep track and speed up project development, endorsement, project code issuance and timely start of projects;
  • Be aware of the reporting requirements for the different projects. Assist the project managers in drafting intermediary and final donor reports for the projects and submit these in coordination with the CoM, resource management and for submission of the final reports DRD and the RO;
  • Technical assistance to ensure compliance with contractual requirements during project implementation;
  • Assist the CoM in all matters related to the strategies and plan of action of the IOM Brussels CO, including the contribution to the reporting of the IOM Brussels CO to HQ and RO;
  • Undertake duty travel relating to project development, programme assessment and liaison with donor counterparts as required by the CoM;
  • Perform such duties as may be assigned.
Within the project “A joint IOM, UNHCR and ICMC project – “Strengthening the response to emergency resettlement needs”, he/she will act as project coordinator for the duration of the project.
In particular he/she will undertake the following tasks
  • Assist in liaising and coordinating with UNHCR and ICMC – including the set up and coordination of the regular working groups to steer the project;
  • Assist in liaising and coordinating with all EU MS resettlement practitioners and decision makers at governmental level and IOM missions involved in the project;
  • Contribute to the organization of awareness raising on European Resettlement in Brussels;
  • Contribute to the update of the Resettlement – website/ online community of practice to support the online sharing of good practices;
  • Assist with compiling of the progress report of the project and presentation of report to the Annual Tripartite Consultation on Resettlement (ATCR);
  • Liaise with IOM missions on input for these meetings;
  • Assist with compiling the various reports throughout the project related to the EUMS current resettlement practices, project’s objectives and aims and recommendations;
  • Participate in resettlement meetings at EU level or bilateral;
  • Organizing and coordinating the pilot activities envisaged within the project according to the Plan of Action;
  • Any other duties as may be required.

Desirable Qualifications and Experience:
Education and Experience: a) Bachelor Degree in International Affairs, Political and Social Sciences, Economics and Law or related fields. Master degree would be a distinct advantage; b) At least 6 years of working experience including experience in the area of project development, implementation, reporting or monitoring of programmes including migration related topics; c) Demonstrated experience in dealing with resettlement issues is an advantage; d) Sound knowledge of the EU / GoB funding mechanisms; e) Experience in liaison with governmental and non-governmental institutions is required.
Languages: a) Fluency in oral and written English b) Good knowledge of Dutch and/or French is a distinct advantage
