Project Manager Livelihood & Cash Grant (m/f), Sindh Province, Pakistan
The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.
The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity,
Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement. GRC is supporting the Pakistan Red Crescent (PRCS) in the implementation of diverse projects.
 
GRC is currently looking for an experienced Project Manager for two Livelihood (Cash Grants) Rehabilitation Projects in Sindh Province with a strong focus on Cash Transfers. Both actions are mid-term interventions, providing opportunities to consider also development aspects. This concerns especially the area of community development as well as the activities to strengthen the means of livelihood of the target group in a sustainable manner. Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) measures to reduce current vulnerabilities and to increase the resilience of the communities should be considered.
The Project Manager works in close coordination with other GRC projects in Sindh, following an integrated approach.   
 
Duration: starting March 2014 for12 months
 
Location: Karachi, Sindh Province, Pakistan
 
Responsibilities and Tasks:
 
·         Maintain comprehensive project management including finance and administration
·         Ensure all aspects of a transparent cash transfer mechanism
·         Identify needs in terms of livelihood improvement and community empowerment in cooperation with PRCS, GRC and local communities
·         Where necessary, modify a long-term  Livelihood - Community Development program with focus on Cash Transfer Programming (CTP) together with PRCS, considering appropriate activities to increase the communities’ resilience in livelihood against climate change and natural disasters
·         Support the identification, development and writing of proposals to donors (ECHO, AA, BMZ)
·         Maintain the M&E system and regularly follow up
·         Coordinate project activities and requirements with PRCS and other GRC projects in Sindh
·         Ensure involvement and coordination amongst all relevant stakeholders
·         Supervise recruitment, training and management of local staff and volunteers and coach on the job where necessary
 
Required Skills:
 
·         At least three years working experience in the field of livelihood development, Cash Transfer Mechanisms and community empowerment; Experience in Disaster Risk Reduction is an asset
·         Experience with donor-funded projects (e.g. ECHO, DIPECHO)
·         Profound knowledge and proven experience in M&E, incl. Reporting
·         Outstanding financial controlling and monitoring skills
·         University degree in a relevant field
·         Ability to train and guide local staff and community volunteers (e.g. project planning, M&E, agricultural practices)
·         Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences
·         Readiness to work in remote areas
·         Ability to work, live and travel in an insecure environment, following our strict security guidelines at all times
·         Ability to work independently and as a team member
·         Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
·         Readiness to go on assignment without partner / no family posting
·         Oral and written fluency in English, German would be an asset
·         Proven ability to work effectively in multi cultural environments
·         Excellent physical and mental health with the ability to complete a thorough medical screening process
 
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight within a 12-month period of assignment and medical check ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings prior as well as during and after your mission.
