Senior Finance Officer – Asia

The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers united in affirming international law and rule of law principles that advance human rights.
The Asia & Pacific Regional office is seeking to recruit a Senior Finance Officer who will be responsible for implementing the ICJ’s Asia programme. The ideal candidate is an accountant or financial officer with a comprehensive knowledge of accounting, budgeting, grant tracking and managing internal control systems. The position is based in Bangkok, Thailand with extensive travel in the Asia region.
RESPONSIBILITIES
Reporting directly to the the Senior Programme Manager, the Senior Finance Officer has the following responsibilities:
  • Plan and coordinate financial activities of the ICJ Offices in the Asia region, to ensure the respect of deadlines;
  • Verify accuracy and conformity of accounting documents and accounting entries submitted by offices in the region, including Petty Cash & Bank Reconciliations, Cash Registers;
  • Prepare programme/project budgets;
  • Analyse and monitor budget-to-actual variances, and participate in the budget realignment process;
  • Prepare internal financial reports and provide financial information to the programme managers, financial officers and the Regional Director for their follow up;
  • Produce donor’s intermediate and final financial reports in close coordination with the programme managers and finance officers;
  • Coordinate data collection for the annual external audit and any project audits in the portfolio;
  • Participate in the implementation of the Internal Control System and elaboration of financial control tools;
  • Participate in the definition of Financial Procedures and accounting guidelines;
  • Provide technical support to financial and administrative staff in offices in Asia by direct training on financial procedures and accounting software (SAGEX3);
  • Assist in any other financial and administrative task as requested.
QUALIFICATIONS
The successful candidate will have:
Education & Experience
  • Degree in Accounting or Business Administration;
  • 6 years experience as an accountant or financial officer, one year of which entailed supervision of junior staff;
  • Work experience with an INGO an asset.
Essential Skills
  • Advanced knowledge of Microsoft Office, Spreadsheets and Word-processing programmes;
  • Knowledge of Accounting software an asset (SageX3);
  • Fluent in written and spoken English; French an asset;
  • Planning and Organisational skills;
  • Teamwork and interpersonal skills;
  • Communication;
  • Attention to detail and accuracy;
  • Knowledge of analytical accounting and familiarity with Swiss Gaap accounting norms;
  • Willingness to travel internationally;
  • Openness and flexibility, capacity to adapt to changing priorities and needs in the field;
  • Ability to work quickly and efficiently under pressure, in a complex, dynamic and changing work environment, as part of an international multi-cultural team;
  • Commitment to human rights and the rule of law.
