Water Resource Engineer/Team Leader

NIRAS has submitted EoI to the project and anticipates being short listed in near future.
NIRAS is thereafter looking for interested and available experts covering below described expertise areas.

The work for this service would be a feasibility study in the irrigation sector in Panj-Amu river basin, in north Afghanistan.
Output 1: Support to river basin agencies and sub-basin authorities: To identify the soft and hard components necessary for the development of the capacity of the river basin and sub-river basin agencies.
Output 2: Establish and strengthen irrigation associations and water users' associations (WUAs):
Within the proposed project area, to identify the size of the beneficiaries' farmers and agricultural land and also the numbers of the water users' associations might be necessary to be established for each irrigation canal.This will also be required to introduce the way and methodology for training the WUAs and input required in this respect.
Output 3: Water resources infrastructure:To identify the numbers and types of the irrigation schemes to be repaired, or newly constructed. These structures might be of either small, medium or large sizes. For each structure, in addition to the technical data and proposed options for the structure type and size, a social study is also required.
Output 4: Watershed management:To identify the upper catchment area where the watershed management would be implemented. This requires determining the size of the villages/district beneficiaries, and types of the intervention necessary to protect the area.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
  • At least 15 years of experience in institutional development and/or organizational development of public authorities (inc. work with river basin agencies (RBA) and sub-basin agencies (SBA))
  • Master’s or postgraduate degree
  • Previous working experience with EU and/or ADB
Professional Experience Required 
  1. Experience in leading team of experts in feasibility studies, evaluations, project planning assignments 
  2. Experience in implementation of a IWRM model 
  3. Experience in implementation of river engineering and construction/rehabilitation of irrigation schemes; 
  4. Experience in technical fields covering: water resources engineering, irrigation engineering,irrigation water management, social development & resettlement, social and gender problematic, environment impact assessment, agronomy, economy, procurement & financial management as well as climate change adaptation
  5. Experience in watershed management 
  6. Experience in establishing and interesting irrigation associations (IAs) and water user associations (WUAs) 
  7. Experience from fragile states and/or Afghanistan
