Position Summary:
The Deputy WASH Program Manager reports directly to the WASH Program Manager and will be assigned in project areas in Tacloban City and other Leyte Municipalities. He/she is responsible for assisting overall program management and implementation of a WASH project aimed at serving the needs of typhoon Haiyan affected population. The Program Manager will provide technical expertise in water quality testing, hygiene promotion and communication, engineering and rehabilitation of water and sanitation systems.
ESSENTIAL RESPONSIBILITIES AND DUTIES
  • Participate to program objectives, strategies and activities definition and revision;
  • Prepare and update program action and activity plans;
  • Organize and supervise the implementation of program’s activities;
  • Provide technical support and guidance to the teams;
  • Ensure high quality of the program implementation;
  • Report as required on progress of program implementation to the donor;
  • Ensure quality control of overall program implementation;
  • Oversee and ensure quality implementation of teaming partner and other actors involved in the program;
  • Ensure that activities are on track, including developing and implementing solutions as necessary;
  • Providing overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives;
  • Provide guidance to staff on all issues related to program implementation;
  • Oversee the preparation and submission of technical and financial reports to RI country Management as per the grant agreement;
  • Maintain effective communication with donors and other organizations operating in the Philippines in particular in Leyte, for coordination and partnership opportunities;
  • Participate and take an active role in WASH cluster and NGO sector coordination groups
  • Maintain effective communications with RI Philippines senior management and RI’s HQ regarding program implementation
  • Seek for new program opportunities and take an active role in Program Development efforts;
  • Perform other duties as assigned by the WASH Program Manager.
QUALIFICATIONS &REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Bachelors or Masters Degree in Engineering, International Development, Humanitarian Studies, or other relevant degree;
  • Minimum of three years professional experience in implementing emergency response programs in a humanitarian setting, particularly in the WASH sector;
  • Solid background and knowledge of UN Rules and Regulations;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • English fluency is required. Tagalog and Waray-waray language skills are preferred;
  • Strong English writing skills required;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Excellent time management skills and resourcefulness with strong attention to detail;
