Digital finance specialists

Chemonics seeks digital finance specialists for the anticipated USAID-funded E-PESO project in the Philippines. The project aims to accelerate the shift to digital payments for broad-based economic growth by facilitating both supply- and demand-side users of the retail electronic payment (ePayment) system. The specialists will support an ePayment ecosystem, focusing on digital infrastructure, mobile money (mMoney), interoperability, payment switches, risk governance, digital finance rules and regulations, and security measures. They will assist project staff and ePayment counterparts to develop and implement ePayment solutions, as well as serve as technical advisors. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Qualifications:
  • Bachelor's degree in information technology, systems engineering, or other related field required; master's degree preferred
  • Minimum five years of technical experience, especially in banking, telecommunications, or information technology
  • Experience building relationships with mobile technology providers, financial institutions, government agencies, and private sector organizations
  • Technical familiarity with ePayment infrastructure, including interoperability, payment switches, and mMoney
  • Experience working with regulatory institutions and commercial actors to write and improve digital finance rules/regulations
  • Experience assisting financial regulators and ePayment service providers in overseeing ePayment growth and improving digital security measures
  • Experience working with international donors or organizations, including USAID, preferred
  • Knowledge of trends and key challenges facing e-payment and digital finance in developing countries; experience in Southeast Asia a plus
  • Experience in development of strategies focused on increasing adoption of ePayments, mMoney, and digital financial services
  • Interest in working with an international team in a dynamic and fast-paced environment
  • Track record of successful relationship management of clients and counterparts
  • Demonstrated leadership, versatility, and integrity
  • Fluency in spoken and written English required
