Introduction
The inter-community conflict in Rakhine State, which started in early June 2012 and resurged in October 2012, resulted in displacement, loss of lives and livelihoods. In January 2013 the shelter/ Non-Food Item (NFI) / Camp Coordination and Camp Management (CCCM) Cluster was activated for Rakhine. United Nations High Commissioner for Refugees (UNHCR) is the designated Lead Agency. Over a year later, as of the end of 2013, the number of people displaced in Rakhine State remains around 140,000 people in over 60 locations. 23 of these camps house approximately 80 per cent of the 140,000. The situation in Rakhine State is exemplified by multiple challenges including communities’ perception of bias in the delivery of assistance towards particular groups of beneficiaries over others. These challenges have also included protests and the disruption of humanitarian activities, as well as pressure on staff from their community and a resulting fear or reluctance to work for certain internally displaced persons (IDPs). The current situation in Rakhine State is among the most complex that the international community has faced. In this difficult and challenging operating environment of Rakhine State, there is intense pressure for all partners to operate in full respect of the basic humanitarian principles of humanity, impartiality, and neutrality. In this context it is recognized that there are some Cluster partners involved in camp management activities in Rakhine State that could benefit from capacity building to address some of the specific demands required of them as the Camp Management Agency (CMA) in certain camps.
Context:
Under the overall supervision of the Chief of Mission (CoM) in Yangon, and in close coordination with the CCCM Cluster Coordinator in Rakhine State, the successful candidate will be responsible and accountable for leading, planning, managing and directing a capacity building programme intended to strengthen the CCCM (Camp Coordination and Camp Management) competencies of key CCCM implementing partners, thereby strengthening the overall response of the Cluster in Rakhine State in coordinating key areas of camp management.
Core Functions / Responsibilities:
  1. Monitor, assess and evaluate camp management practices and competencies across all IDPs camps in Rakhine State.
  2. Develop and propose new modalities, policies and practices to Cluster partners, and support integration of new modalities into existing camp focal point responsibilities across multiple IDPs camps in Rakhine State.
  3. Provide expert management and technical advice to implementing partners in the following CCCM areas: camp-level coordination; service monitoring and data management; inclusive governance and community mobilization; care and maintenance; and complaints mechanisms. Specific focus will be on sharing best practices in managing camps in a highly volatile environment involving inter-community conflict.
  4. Lead in collaborating and harmonizing camp management approaches and strategies among camp focal points in IDPs camps in Rakhine State, in order to guarantee a consistent and conflict-sensitive approach.
  5. Propose strategies to assist camp focal points to manage/defuse tensions between camp committees and camp residents, and camp residents and host community members. Propose approaches for liaison with camp committees and host communities in support of a conflict-sensitive approach.
  6. Undertake regular visits to IDPs camps where camp focal points are operating, in order to extend capacity-building, assessment and problem-solving support on-site. Regularly hold debriefing sessions with camp focal points to identify camp management problems, jointly resolve problems/develop possible solutions and implement the selected solutions to ensure efficient service delivery across sectors.
  7. Offer technical training sessions on CCCM for cluster partners, with a focus on operationalizing key concepts of camp management suited to the difficult Rakhine State context.
  8. Support CCCM Cluster in the development of a functional address system in the camps.
  9. Participate regularly in CCCM cluster coordination meetings at Rakhine State, and occasionally in Yangon. Support the CCCM/Shelter/NFI Coordinator at national level to develop national-level strategies and policies related to CCCM in Rakhine State.
  10. Organise an end-of-assignment review meeting to examine the experience and impact of this project in coordination with the CCCM Cluster Coordinator, beneficiary organizations, IOM and Office of U.S. Foreign Disaster Assistance (OFDA).
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
 Master’s degree in Political or Social Science, International Relations and/or International Development or a related field from an accredited academic institution with eight years of relevant professional experience; or
 University degree in the above fields with ten years of relevant professional experience.
Experience
 Experience in CCCM, such as camp manager, CCCM cluster coordinator, training of trainers (ToT) on CCCM for capacity building activities or other relevant CCCM experience;
 Experience in programme formulation, implementation and evaluation;
 Experience in the field of humanitarian, complex and post conflict emergencies at an international level;
 Experience in liaising with governmental authorities, other national/international institutions;
 Experience working in the region an advantage.
Languages
Fluency in English is required. Working knowledge of Burmese an advantage.
