OBJECTIVES OF THE PROGRAMME :
The overall objectives of the Polio Eradication Initiative are to lead the global eradication effort of national governments and the Polio Eradication Partnership to interrupt the transmission of poliovirus worldwide, certify eradication and, eventually, stop the use of oral poliovirus vaccine and mainstream the polio eradication infrastructure. 
Description of duties:
Provide guidance on donor award management and maintain strong financial tracking.
Produce periodic and ad hoc financial and award management reports.
Support the financial management of awards and ensure the correct linkage between the central financial organizations and the programme.
Ensure that regional, country and departmental funding is done on a timely basis and that queries are responded to on a prompt basis.
Facilitate budgeting and allocations as well as budget and awards closure.
Anticipate and resolve problems and provide sound budget and finance advice to the Programme Operations and Cluster Management (PCM) finance team.
Ensure departmental compliance with all organizational requirements for budget, finance and work planning.
Perform other duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential
University degree in accounting, financial management, business administration or other relevant area.*

Desirable
Masters degree in Business Administration.
Professional accounting certification such as CPA or CA.

Skills: 
Skills and experience in financial analysis and accounting management.
Mature judgment and ability to detect shortcomings and anomalies and recommend remedies in line with WHO rules and regulations.
Comprehensive knowledge of principles and practices of accounting and financial management.
Very good knowledge and skills in the use of modern integrated accounting systems.
Sound reasoning, integrity, tact, and discretion in dealing with others.
Good communication (written and oral) skills.
A team player.
Knowledge of accounting and financial regulations which govern management within the United Nations, including changes due to IPSAS implementation.
Computer literacy.
Familiarity with Oracle-based ERP systems, office software applications and other financial tools.

Experience:
Essential
At least 5 years' relevant experience in accounting or financial management, preferably within a large corporation, national, multinational or international organization.
Demonstrated experience in finance and accounting management, with the ability to analyze financial data and recommend appropriate actions and to prepare reporting documents.

Desirable
Substantial experience with WHO financial systems or other integrated financial and management systems.
At least 3 years' experience within WHO and/or another UN organization. 
Languages:
Essential
Expert knowledge of English.

Desirable
Intermediate knowledge of French.
Intermediate knowledge of another UN official language.

USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
