OBJECTIVES OF THE PROGRAMME :
Provision of high quality client-orientated administrative services to the Organization in accordance with established Service Level Agreements. The WHO Global Service Centre provides
administrative services to all staff and all WHO Offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre is to serve as the global processing platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Accounts Payable Team of the Global Service Centre provides administrative services to all staff and all WHO offices worldwide.
Description of duties:
The incumbent leads and manages the staff and resources in the Accounts Payable section of the Global Service Centre including, planning, coordinating and implementing within established
guidelines and in accordance with WHO's Regulations, Rules and Manual Provisions;
- Manages team, ensuring adequate coverage at all hours of operation
- Monitors work status and quality
- Provides training and holds briefing sessions on service centre financial procedures
- Assists in developing new procedures and guidelines in payments and proposes improvements
- Responds to queries from auditors
- Documents procedures, identifies streamlining opportunities, and designs and executes them;
- Implements, measure performance, evaluates and reports on Service Level Agreements
- Manage bank reconciliation
- Ensures consistent high quality financial services
- Ensures prompt resolution of any service problems as they arise
- Ensures adequate training provision for staff
- Coordinates with all offices to ensure service standards are met;
- Ensures accounting processes are managed, monthly accounting returns submitted to HQ accurately and on time;
- Coordinates with IT as required for any system upgrade modifications, ensures all functional aspects of system upgrades are fully considered before implementation
- Backup for Coordinator, Finance as required.
REQUIRED QUALIFICATIONS
Education:
Essential
University degree and professional accounting designation, such as CA or CPA or equivalent.

Desirable
MBA or Master's degree
Skills: 
Excellent judgement and integrity is required since the responsibilities include managing sensitive financial information, and very large cash flows. Excellent managerial, leadership skills are needed to manage and motivate a large team. Ability to work under pressure, and for multiple stakeholders, geographically remote.

Experience:
Essential
A minimum seven years of progressive managerial responsibility in large, complex, international organization/company, preferably within shared Service Centre or other financial processing
environment.

Desirable
Experience in application of international accounting standards. Experience of an ERP System such as Oracle, SAP, Peoplesoft
Languages:
Essential:
Excellent knowledge of English both written and spoken.

Desirable:
Working knowledge of another WHO official language would be an added advantage.

Annual salary: (Net of tax)
USD 67,611 at single rate
USD 72,605 with primary dependants
Post Adjustment: 45.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
