Qualitative Methods and Evaluation Adviser – PKH Graduation Study

Jakarta, Indonesia – Department of Foreign Affairs and Trade–Australian Aid funded Poverty Reduction Support Facility (PRSF)
PRSF is a joint facility between Department of Foreign Affairs and Trade–Australian Aid and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.
GRM International is the Managing Contractor contracted by Department of Foreign Affairs and Trade–Australian Aid to manage the implementation of PRSF.
We are currently looking for a Qualitative Methods and Evaluation Adviser to provide technical guidance and quality control for PKH graduation and transition studies.
Essential Criteria:
  1. Master's degree (preferred) in Monitoring and Evaluation, or Undergraduate qualifications with relevant work experience in evaluation or research methods, or studies in Sociology, Anthropology, Social or Public Policy, International Development, or related qualifications.
  2. Minimum five years of relevant experience in large-scale qualitative research or policy evaluations, of social programs including poverty, social protection, education, employment, gender or health
  3. Technical background in research and evaluation methods, Familiar with a range of qualitative assessment methods and research analysis tools. Proven experience in applying multiple approaches to qualitative research and analysis is required.
  4. Qualitative data analysis, synthesis and interpretive skills. Preparation of high quality research outputs including reports, policy briefs, academic papers, journal articles etc.
  5. Demonstrated ability to conduct independent analyses, identifying issues, synthesizing data from multiple sources, formulating options, and making recommendations. The ability to compile information coherently and succinctly.
  6. Ability to facilitate interviews and focus group discussions among very different types of informants
  7. Evidence of published qualitative research or evaluation reports is required.
  8. Proven excellent presentational and writing skills, including working with time constraints in the preparation of high quality documents.
  9. Proven record of strong client relations, with ability to work in sensitive situations, and challenging policy environments, including in providing prompt and quality response to client requests.
  10. Demonstrated strong interpersonal skills, including to effectively communicate internally / externally, share information with colleagues, clients and the management.
  11. Proactive, highly motivated and a self-starter. Proven record of strong performance working in teams (teamwork) as well as working independently / with minimum supervision.
  12. Proven ability to prioritize and manage time efficiently as well as multitasking; including to meet tight deadlines as well as managing uncertainty and adjust to a changing work program.
  13. Fluency in written and oral Bahasa Indonesia and in English.
