Health Information System (HIS) Officer (P-3)

The Public Health Section is based in the Division of Programme and Support Management at UNHCR Headquarters, Geneva. It manages a global project to support data collection, management and analysis of public health data in refugee settings. The project supports public health decision-making by providing accurate and timely data on refugee public health services. The aim is to improve the health status of people of concern to UNHCR, through evidence-based policy formulation, improved management of health programmes and, ultimately, direct actions that improve refugee health.
Under the supervision of the Chief of the Public Health Section, the incumbent will coordinate the management of the Health Information Systems (HIS) project across UNHCR’s global health, nutrition and WASH operations. The Health Information System Officer will be required to develop internal work relationships across a range of Health Information System related sectors. This includes extensive contacts internally as well as externally in UNHCR.
The HIS Officer is providing the overall leadership on the technical aspects of the Health Information System, including technical support, capacity building, quality control, data management support and reporting.
The HIS Officer will be responsible for furthering relationships with key external partners, such as health NGOs who are the users/owners of the system at the health provider level, UN agencies and donors and in seeking support for HIS implementation in more countries and operational settings. S/he will strengthen the critical role that UNHCR’s partners have in the delivery and monitoring of refugee health programmes. Commitments will need to be sought to adopt the technical content of the system at the highest levels of policy making, in order to harmonize efforts and reduce duplication at field level.
FUNCTIONAL STATEMENT
Accountability
-Maintain and update guidelines for primary data collection in camp and non-camp settings.
  • Ensure that indicators and data from the HIS is incorporated and represented correctly in relevant strategic policies and guidelines Responsibility*(process and functions undertaken to achieve results)*
Development of Twine
  • Maintain UNHCR global database of primary public health, nutrition and WASH data and promote routine sharing and use of operational health information.
  • Coordinate with UNHCR, implementing partners, UN agencies and Ministries of Health to uphold timeliness, completeness and quality of reporting.
  • Collaborate with relevant focal points to optimize the lines of reporting and flow of data from Field > Regional > Headquarters level.
  • Coordinate with other operational data management initiatives within UNHCR, to ensure that information systems are aligned and interoperable (e.g. webportal, Focus).
  • Work with partners to strengthen the user community and facilitate user interaction for technical assistance, tracking issues, and collecting feedback for modifications and improvements.
  • Work closely with the information management partner to develop a strategy for long-term maintenance and development of primary data collection tools.
  • Development of new tools for innovative data collection in the field of public health, nutrition and WASH.
Technical Support
  • Update, revise the HIS, nutrition and WASH toolkits
  • Provide capacity building and technical support to regional and country teams upon their request including in routine data management, monitoring, and use of health, nutrition and WASH information for advocacy and programme decision-making.
Monitoring and Evaluation
  • Design and disseminate regular information products to report on the status of the health programme in each country to identify potential gaps, inconsistencies, and errors.
  • Support monitoring of UNHCR Public Health Annual Reports, UNHCR Annual Programme Review and UNHCR Public Health Strategic Plans.
Capacity Building (for technical issues only)
  • Prepare guidance and training materials for field teams.
  • Conduct or support trainings, i.e. refresher trainings, webinars, workshop sessions
  • Promote multidisciplinary trainings on the use of HIS data by non-health specialists (e.g. Programme, Protection, Community Services).
Advocacy
  • Liaise with technical and external relations sections in UNHCR to prepare proposals for submission to traditional and non-traditional donors (including the private sector).
  • Present the Health Information platform (TWINE) to donors and other key audiences. Authority*(decisions made in executing responsibilities and to achieve results)*
Provide guidance and recommendations on the health, nutrition and WASH data collection in UNHCR.
Represent UNHCR in related for a on health information systems.

**
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE**
Education:
  • Advanced university degree in public health, epidemiology or statistics essential.
Experience:
  • At least five years of relevant work experience at national and international levels in monitoring and evaluating primary health care programmes in emergency and post-emergency contexts in displaced settings.
  • Professional technical expertise in the principles of health information system design and implementation, statistics, and epidemiological analysis.
  • Advanced computer skills including proficiency in Microsoft Office (Word, Excel, PowerPoint), and data base management (Access). Advanced expertise in statistical analysis software (SPSS, STATA, EPIINFO etc).
  • Demonstrated ability to critically evaluate and integrate information from a variety of sources using standard methodologies and analytical techniques, draw conclusions and assess impact on programme and policy issues.
  • Excellent English writing and communications skills. 2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.*Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc**.*
  • Additional training or qualifications in advanced statistics highly desirable.
  • French an advantage .
