Technical Advisor, Public-Private Partnerships Expert

We seek qualified candidates for a Technical Advisor, Public-Private Partnerships Expertfor the Mobile Solutions Technical Assistance and Research Program (mSTAR) in our Washington, DC office.
mSTAR is a multi-year, multi-country technical assistance mechanism that works directly with USAID Missions and Operating Units to enhance the integration of technology innovations and solutions to advance development objectives. Since its launch in 2012, mSTAR has worked in nearly half a dozen countries conducting research, developing tools and trainings, and expanding the frontiers of the application of mobile solutions for development. mSTAR is currently seeking a senior specialist with extensive expertise in technology integration and establishing public-private partnerships that bring together governments—including US government—commercial providers, and donors to forge innovative alliances that will advance these objectives. The position will be responsible for establishing public-private partnerships that can leverage USAID’s investments in technology for greater impact. The ideal candidate will be a leader in the identification and diffusion of disruptive innovations and bring strong ties to the donor and private sector communities.
  • Provide broad global technical leadership in the design, development, planning, and implementation of PPPs and technology innovations for development outcomes within the organization
  • Recommend strategic partnerships to management to enhance USAID technology investments as related to mSTAR
  • Coordinates mSTAR’s engagement with private sector partners and other donors
  • Provides market and competitive analyses to make informed strategic partnership decisions
  • Leads synthesis and dissemination of key information about potential partner priorities, technical areas, especially in unprecedented areas
  • Represents mSTAR at external events, conferences, as well as meetings with prospective partners and donors
  • Provides recommendations and support to management to execute potential PPPs
  • Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area
  • Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements
  • Develops strategies and tools for the design and implementation of specific technical components
  • Contribute to FHI 360’s private sector engagement strategy
  • Provide expert input into technical documents
  • Author white papers, briefs, and guidelines on good practices and program approaches
  • Plays a coaching and mentoring role for others; may assist in team management as necessary, although has no formal people management responsibility.
  • Travel requirements are generally between 25%-50%.
Qualifications:
  • Successful candidates typically have 12+ years of total experience. Minimum 8 years of experience in developing public-private partnerships and/or integrating technology innovations for greater development impact required
  • Master’s degree in international development, technology, economics, social sciences or related field required. PhD is preferred.
  • Proven record of facilitating and leveraging public-private partnerships in the field of information and communication technology (ICT) within development
  • Considered a technical expert in their field by internal and external entities
  • Extensive and relevant professional networks in the public and private sector, particularly in ICT
  • Strong and written and verbal communication skills, including the ability to confidently and persuasively address public gatherings and internal USAID audiences
  • Proven ability to assimilate large amounts of information quickly
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Must have ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Must be able to read, write, and speak fluent English.
