Program Development Officer, Bolivia

The Program Development Officer (PDO) will coordinate the design and implementation of programs and grant proposals along with the development of donor relationships for the Bolivia office. The PDO will provide technical assistance during project cycle implementation, monitoring and the close-out process. This position reports to the Country Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1.Develop programming through writing concept papers, proposals and budgets
2.Build relationships with bilateral donors, International Non-governmental Organizations, and other agencies.
3.Represent SP-Bolivia in relevant UN cluster meetings and other donor/partner meetings.
4.Monitor and be aware of upcoming agency Calls for Proposal
5.Support program implementation as needed, including: developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.
6.Ensure high-quality "field drafts" are produced in-line with timetables that allow for the input/review by the RPDO and PDDs technical advisors and the finance department.
7.Monitor and evaluate the implementation of program activities.
8.Assist with strategic planning and the implementation, monitoring and evaluation, and reporting of newly funded programs.
9.Build capacity of SP-Bolivia field staff in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation skills.

QUALIFICATIONS:
* Commitment to the Samaritan's Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians.
* Strong English and Spanish written and oral communication skills.
* Technical writing skills including developing proposals, training/instruction manuals, and reports.
* Knowledge of basic program development skills such as quantitative and qualitative monitoring and evaluation.
* Working knowledge of the grant submission processes of major donors such but not limited to the UN, CIDA, USAID, etc.
* Ability to develop and carry out work plans and solve problems independently.
* Excellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel and Power Point.
EDUCATION and EXPERIENCE:
* Master's degree in a Humanities or Social Science discipline.
* Twelve credit hours of college-level Biblical studies strongly preferred or one year at a Christian college/university.
* Minimum of three years' experience in program management.
* Minimum of three years of cross-cultural field experience in the implementation of relief and development programming.
