The Program
The Australia Awards Program in Cambodia is managed by Coffey International Development in partnership with IDP Education (Cambodia) Ltd, on behalf of the Department of Foreign Affairs and Trade. The Program is closely aligned with DFAT’s Country Program Strategy focussing on the overarching aim of poverty reduction.
The Australia Awards Scholarships will be offered to outstanding individuals to study in areas that contribute to Cambodia’s sustainable development, providing citizens of Cambodia with opportunities to obtain postgraduate qualifications including Master level and in exceptional cases PhD level at an Australian tertiary institution. For the 2015 intake, there will be a particular focus on health, agriculture, infrastructure and trade.
The Position
The Team Leader will have overall responsibility for:
  • Strategic leadership and oversight in all aspects of the program to ensure successful delivery of all services in the Scholarships cycle
  • Program management, including line management of core team, office management, reporting to DFAT and financials
  • Significant engagement and relationship management with relevant government agencies, DFAT and IDP Education (Cambodia) Ltd
  • Provide technical expertise and policy advice to DFAT and relevant government agencies
  • Assist with the capacity development and human resource development support in ministries, government departments, targeted agencies and other relevant partners
  • Oversee and coordinate program promotion, quality management, risk management and reporting requirements
The Person
The ideal candidate for this senior leadership position will have:
  • Significant experience in program management and delivery of similar DFAT funded program in Scholarship Awards and /or human capacity building programs in developing countries
  • Experience in leading program delivery in partnership with leading technical specialist organisation
  • Demonstrated technical expertise and strategic advice at the highest level as relevant to the program and sector
  • Excellent relationship management skills, working and liaising across government agencies at a strategic level
  • Relevant post-graduate qualifications such as education, human resources/OD, public sector business administration
