The context
The majority of the population in northern Afghanistan do not yet have access to basic infrastructure and social services. The region needs more schools, health facilities, roads and bridges. The electricity and water supplies are often insufficient. In 2010 the German Federal Ministry for Economic Cooperation and Development (BMZ) set up the Regional Capacity Development Fund (RCDF). The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is responsible for its implementation. The fund is used to provide advisory services, capacity development and development budgets to improve the skills, resources and capacities of government institutions and provincial and district administrations.
Your role
• You will be responsible for managing the entire programme, including finance and administration
• You will represent the advisory approach at national level vis-à-vis the relevant ministries and national institutions in Kabul
• You will ensure the coherence of the programme’s advisory services at provincial and district level
• You will encourage systemic solutions that are tailored to the situation and the overall context in several provinces in order to strengthen sustainable subnational administrative bodies
Your profile
For this challenging position we are looking for a person with a background in social, economic or administrative sciences, who has proven professional expertise in managing complex projects or programmes. You have experience in cooperation with local, national and international donor institutions and steering bodies. Experience in countries undergoing crisis and conflict would be a further advantage. Your leadership style integrates and motivates a large, heterogeneous team even under exceptional conditions.You are highly sensitive to political and intercultural issues. In addition, you are able to present complex and difficult ideas in various cultural contexts. You must also have a good command of business English.
