Purpose of post
To direct the ongoing work of the Information and Communication Technology Section (ICTS). The aim of the ICTS is to provide the ICTP scientific staff and its international community of visiting scientists with the most adequate tools for scientific research, communication and collaboration, including best practice support to ICTP processes; to provide ICTP staff and management with the most reliable information technology available in the market to enable them to improve methods of communication, collaboration and decision-making; to liaise with UNESCO and develop and maintain a sound and integrated information technology architecture; to provide technical guidance and support to scientific sections, the library, the multimedia services, on projects which involve data management and computing technology; to provide advice on streamlining processes and technical IT tools to ICTP administrative and financial offices and the ICTP training activities to enable them to perform their tasks in the most efficient manner.

Main responsibilities
 To lead the personnel employed by the Section.
 To plan and direct the implementation and operation of the common ICT infrastructure of ICTP; provide guidance for the selection, acquisition, development, deployment, maintenance and operation of software and of resources.
 To define a service policy consistent with the aims of the section, develop appropriate performance indicators, implement this policy and monitor its operation.
 To direct the planning process for ICT, including the budget, prepare the medium-term plan and the development of performance indicators; to prepare the annual ICT work programme and reports.
 To provide technical, functional and organizational guidance and support to projects which involve the use of computing technology and data processing.
 To provide support for the high performance computing needs of the scientific staff and visitors; to guide the definition of organization-wide standards in hardware, software, and ICT services.
 To advise the Director and the management of ICTP on the effective and strategic use of ICT and related cost reduction opportunities; develop and disseminate best practices; provide advice on reviewing and streamlining of ICTP processes based on a proper usage of computing technology and collaboration tools/applications; contribute to the evaluation of new technologies through reviews and analysis of technological trends and developments, and evaluate their effectiveness for work
programmes of ICTP.
 To liaise with UNESCO central IT organization; ensure that ICTP specific requirements and processes are aligned with the centralized applications, especially FABS (based on SAP technology); provide guidance to future enhancements and modifications of the ICTP legacy system applications in combination with centralized UNESCO applications, especially FABS.
 To represent, where appropriate, ICTP in its relations with other organizations about ICT-related matters.
 To stimulate the submission and to contribute to the evaluation of proposals of ICT activities to be organized or financed by ICTP.

Profile
 Advanced university degree (equivalent to Masters).
 7 to 10 years of progressively responsible relevant experience, of which preferably 3 to 5 years acquired at international level. Work experience in scientific institutions will be an asset.
 Strong managerial skills for small and large teams.
 Work experience with the large IT organizations ( eg headquarters away from the location of the incumbent)
 Expertise and experience on management and implementation of IT infrastructure, management of application maintenance, audio and video equipment, integrated administrative applications (including SAP), process design & redesign, change management, IT contract negotiation, financial and procurement processes, application selection procedures.
 Excellent knowledge of written and spoken English.
 An appropriate attitude towards the international and multicultural characteristics involved in the assignment.

Conditions of employment
ICTP is a world-class institution focused on research in basic sciences with the responsibility for the promotion, dissemination and support of science, especially in developing countries. It operates under the aegis of UNESCO and IAEA. This is an extra-budgetary position of a continuing nature but the duration of the appointment will be subject to the availability of funds. UNESCO's salaries are calculated in US Dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living changes in a particular duty station and exchange rates. For this post, the annual remuneration will start at US$106,353 if there are no dependants and at US$114,207 if there are dependants, and is exempt from income tax.

There is an attractive benefits package, which includes 30 days of annual vacation, home travel, education grant for dependent children, pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service.
