Global Pulse Advisor

BACKGROUND
Global Pulse has established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.
The UN Resident Coordinator provides overall leadership for Global Pulse in Indonesia. In order to fulfil this role, Global Pulse is seeking a Global Pulse Advisor to support the Resident Coordinator in Jakarta. The Advisory function will further support the integration of Global Pulse objectives and programming under the current UN Partnership for Development Framework.
The consultant (“Global Pulse Advisor”) will work in close consultation with the Resident Coordinator and the Office of the Resident Coordinator, reporting to the Global Pulse Director, and will work closely with the Lab Manager.
SCOPE OF WORK
  • The incumbent will serve as the primary liaison between the Resident Coordinator, the UN Country Team and Global Pulse, on Global Pulse and related issues.
  • Provide substantive backstopping to the Resident Coordinator in stakeholder consultations, including convening donor meetings and high-level dialogues with Government;
  • Identify fora for dialogue between Government and partners to discuss and build common understanding on emerging challenges that pertain to the goals and objectives of Global Pulse; At the direction of the Resident Coordinator, represent Global Pulse to Government and multilateral development partners; Provide liaison and feedback to Global Pulse on UN Country Team deliberations, UN Inter-Agency Task Forces and Working Groups;
  • Act as Secretariat for Pulse Lab Jakarta governance mechanisms (Steering, Technical and Advisory committees), including identifying strategic agenda topics, preparation of agendas, minutes, documents and presentations, etc. ;
  • Advise and provide support to the Resident Coordinator in defining the role, priorities and strategies of Global Pulse within the various UN and government coordination mechanisms, including theme groups and inter-agency task forces, and build linkages between Global Pulse and other (emerging) initiatives relevant at the country level;
  • Engage proactively and on a continuous basis with the Government of Indonesia, the in-country UN system and the wider development community to identify focus areas and prioritize Pulse Lab Jakarta activities, to ensure that the Lab’s work and deliverables correspond with priority information needs of key stakeholders Provide guidance and advice on key socio-political issues of relevance to the objectives of Global Pulse in Indonesia;
  • Support and facilitate the inclusion of Global Pulse in joint UN activities and initiatives in Indonesia, including commemorations, special events and launches of UN publications; Draft various documents, i.e., reports, talking points and briefing notes for senior officials' meetings with donors, the media, UN-wide reports, etc.
  • Advise and provide support to consolidate inter-agency support for Global Pulse through the dissemination of relevant documentation to UN Agencies, and as agreed by the Resident Coordinator and the Country Team;
  • Guide Global Pulse in partnership building and strategic interaction with national partners, donor aid agencies, civil society and the private sector, adhering to UN principles and values
  • Support fundraising activities, including assisting with the drafting of donor proposals and periodic reports; Perform other duties as required.
How to apply:
In order to submit a proposal for the Individual Consultant assignment, the following materials must be submitted:
  • Copy of your latest CV - make sure to highlight any previous experience in similar projects or closely related areas
  • Copy of last education certificate
  • Letter of interest - Explaining why you are the most suitable for the work and provide a brief methodology on how you will approach and conduct the work (based upon the deliverables and scope of work described above).
  • Financial proposal - The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i. e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified above. The financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
