Job Description
Successful candidate will be responsible to obtain and secure the most efficient way of procuring the right product or services at the right price and quality and obtaining it from the right source at the right time to enable the Company to achieve budget objectives in compliance with the requirements and specifications of end users considering company procedures & policy and expectations of the management.
Procurement Officer needs to be a self-motivator; capable of working to tight deadlines pro-actively working under own initiative. Procurement Officer has to interact and liaise with other key functions with the emphasis on Quality, Cost, and Service to meet delivery commitments, the work environment is fast paced and high-energy and it requires analytical skills and  swift decision making in liaise with the Controller. Constant meetings with the respective P&SM Managers in order to emphasize a close business relationship, same is required for meetings with (preferred) suppliers. Therefore strong communication skills are required as well as presentation skills and  Leadership skills are required therefore.
Requirements
  • Responsible for the management and development of the entire procurement cycle of product & services within the China/Far East Region
  • Achieve a minimum of up to 5% of negotiated savings on the value of procurement handled per annum. Carry out regular supplier visits within the specified region
  • Processes and analyzes complicated, higher profile contracts, and researches and writes more complex specifications.
  • Analyzes market conditions; keeps abreast of trends; explores sources of supply; studies new products; and researches departments’ requests for all products and commodities.
  • Confers with departmental representatives to determine specific needs, arranges for demonstrations, and distributes literature and samples.
  • Processes requisitions; groups purchases to secure price advantages of quantity buying; composes and edits specifications; solicits formal bids in accordance with standard procedures and solicits informal bids by telephone, FAX, or personal contact; and compares and analyzes price quotations.
  • Studies quality of products; determines vendor from whom purchases will be made; places orders; negotiates and renews contracts; investigates complaints and secures adjustments; follows up on deliveries.
  • Prepares RFP’s and tender documents, writes and/ or assists in writing bid specifications for commodities and services needed by EY end users, send RFI/ RFQ/ RFP to suppliers, analyzes responses, makes recommendations for award.
  • Conducts pre-bid meetings with vendors and end user to ensure complete understanding of bid requirements, scope of work and responsibilities, prepares addendums following pre-bid to clarify, make additions, selections to quotations/ proposals
  • Educate end users on corporate governance, tender process and MOA
  • Coordinate and support internal & external customers to ensure availability of items on time and avoid stock out situation
  • Lead and guide a team of several buyers.
Responsibilities
CIPS or equivalent with degree level education with acquired specialization in Business studies and/or Finance. Post holder must be able to demonstrate a sound knowledge of purchasing and quality assurance/control gained over a period of minimum 5 to 7 years, with a proven track of success in procurement and leadership skills.
