Background
In order to strengthen our programmatic work and programme development, Oxfam Novib is recruiting a Programme Development Coordinator for the Asia region. As Programme Development Coordinator you will be coordinating and arranging the deployment of staff to support hands-on co-creation, development and implementation of programmes in The Hague and country offices. You do this in such a way that it contributes to enhancing the quality of programmes and proposals that can be funded by external donors or from Oxfam Novib's own programme budget. Your role is not only to bring together the necessary support, but also to inspire, to identify opportunities, to be creative and innovative and to ensure development of quality programmes. This includes ensuring a strong influencing component in our programmes.
The function is based in our The Hague office - with frequent travel to the country offices in the Asia region. You will report to the Regional Director Asia. You will work closely with Oxfam Novibs Programme Managers to ensure consistency in our programme work across countries and regions. You will also liaise with the other Programme Development Coordinators to exchange experiences, signal trends and suggest improvements.
Main tasks
  • Map the needs of country management and their programme teams / programmatic units in The Hague with regard to the deployment of hands-on co-creation and implementation support capacity in Oxfam Novib, and potentially also with other Oxfam affiliates for development and implementation of high quality proposals and programmes.
  • Create, lead and facilitate virtual, flexible and agile teams for co-creating and supporting the development and implementation of the programmes in the region and relevant units in The Hague.
  • Coordinate and monitor the necessary hands-on support in different phases of the programme (conceptualising, operationalising, implementing, monitoring), tapping from existing and additional support capacity in Oxfam Novib and potentially other Oxfam affiliates (both technical/ methodological and thematic).
  • Monitor and evaluate programme development processes, signal obstacles and actively seek opportunities in terms of delivery of support capacity and quality of programme development; to, set priorities and be pro-active in arranging solutions.
  • To establish and maintain links between country offices and programmatic units in The Hague, and potentially with other Oxfam affiliates and support capacity for planning and deployment of support capacity for development and implementation of programs.
  • Facilitate and coach the work in the flexible teams and facilitate processes with the stakeholders involved.
  • Report on progress of programme development to management and relevant stakeholders.
You have
  • A higher level education and at least 5 years of work experience in the field of development cooperation preferably with an international agency;
  • A background in programme development and fundraising with donor agencies;
  • Understanding of how different intervention strategies can be employed to achieve certain objectives or results;
  • Excellent writing and communication skills in English;
  • Excellent planning skills;
  • Demonstrable prioritising skills;
  • Strong negotiating and convincing skills;
  • Strong flexible, pragmatic and solution oriented skills;
  • Experienced working in facilitating and coaching meetings;
  • Ability and willingness to travel frequently (appr. 6x per year).
We offer
Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is new and not yet formally characterised and graded. The estimated salary range is EU 2607,- to EU 4011,- on the basis of 36 hours per week. The employee will be contracted on a local package and according to Dutch labour legislation.
