Job Summary:Under the line management of the Country Director, the Logistics Coordinator will be responsible for the Logistics systems in the Concern Central African Republic Programme based in Bangui, with frequent travel to support programmed areas. The Logs Co will operate in line with Concern operational and security policies and procedures in complex emergency situations.
Competencies:
The Logs Co must be skilled in all areas of logistics management in complex emergency situations and have the capacity to work with others whilst at the same time delivering expected results. Good time management skills and the ability to respond positively and constructively to a rapid changing operational environment are also key competencies.
Main Duties and Responsibilities
General
  • Liaise with other humanitarian agencies, government authorities, legal advisers and other relevant stakeholders to ensure effective coordination and implementation of systems support to the programme
  • Attend regular (oft times daily) systems management meetings and represent the logistics support function and contribute to the overall management and direction of the Concern programme in country
  • Work with the EPC/CD to develop clear work plans and support programme (and proposal) planning providing relevant input and advice from a logistics systems support perspective
  • Promote and ensure compliance with the requirements of Concern’s Programme participant Protection Policy and Implementation of Humanitarian Accountability Partnership (HAP) standards – including community based complaint and response mechanisms in order to ensure maximum protection to programme beneficiaries
  • Establish and manage logistics support and control functions – procurement, transport, communications and storage (warehousing) in line with established Concern logistics practice and procedures
  • Liaise closely with the GSM and the CFC with respect to the logistics function
  • Manage approved budget specific to the logistics function
  • Support the CD to ensure effective security management which may include attending security coordination meetings and contributing to the establishment of clear procedures for the security of Concern personnel, assets, equipment and premises
  • Provide any additional support to the programme that is identified by the EPC/CD including the support to new programme areas within CAR and any other related duties that may be assigned by the EPC/CD
Logistics:
  • In consultation with the CFC/GSM/EPC, to establish, develop and review the implementation of logistics systems manuals and guidelines for Concern Philippines to ensure compliance with operational policies, procedures and practice
  • Oversee and support the development and implementation of annual Procurement plans and ensure procured equipment, goods and materials are of high quality, value for money and in line with approved budget expenditure
  • Establish, develop and manage relationships with suppliers and relevant stakeholders where applicable
  • Design and monitor implementation of control and reporting processes in the areas of logistics, procurement, transport, communications functions to ensure accountability to donors and other relevant stakeholders
  • Review and consolidate stock reports for CAR and ensure visibility of stock status according to existing Concern logistics procedures
  • Oversee all warehousing ensuring all items are stacked correctly and can be easily counted. Make sure the warehouse is kept clean and all damaged items are reported as per existing Concern logistic procedures
  • Establish and maintain a consolidated up to date fixed assets register for CAR and carry out semi-annual and annual assessment to advise management on disposal and replacement as appropriate
  • Advise and support on distribution systems to beneficiaries and ensued they are in ,one with Sphere and HAP standards
  • Oversee and manage the CAR transport function and ensure effective transport support to all aspects of the programme
  • Ensure timely delivery of programme personnel and goods
  • Ensure the completion of vehicle log sheets and fuel control documents with monthly reporting and reconciliation
  • Oversee and manage the CAR communication (HF/VHF) function and ensure effective communications support to all aspects of the programme
  • Periodically review logistical capacity to ensure that CAR maintains capacity to respond to emergencies as effectively and as timely as possible
  • Effectively manage and support staff reporting to this position
****PERSON SPECIFICATION****
****Essential Education, Qualifications & Experience Required****:
  • Good command of Microsoft Office Professional
  • At least 3 years demonstrated work experience in logistics systems or equivalent – distributions, procurement/stores, transport including at least 1 year logistics coordination experience
  • Experience in working in the humanitarian sector and in complex emergency situations
  • Experience in personnel management
  • Good communication skills i.e. advisory/instruction skills, network skills, team building skills
  • French oral and written skills essential
  • English oral and written skills essential
  • Bachelor degree in relevant field.
