At their Summit meeting in Lisbon in November 2010, NATO member nations approved a new Strategic Concept and agreed that the Alliance should devote greater attention to monitoring and analysing the international environment and to identifying and meeting emerging security challenges. These include terrorism; the proliferation of weapons of mass destruction and their delivery means; and cyber threats. The Emerging Security Challenges (ESC) Division of the International Staff (IS) is the staff element at NATO Headquarters responsible for providing a structured approach to these new sources of risk and for enhancing awareness of the Alliance’s strategic and economic environment. The Economics and Security Assessments Unit (ESA) consists of a small, specialised staff within ESC responsible for enhancing understanding of worldwide economic developments and for improving analysis of the relationship between economics and security.
As part of ESA, the incumbent will be responsible for monitoring and analysing economic trends and developments in the Alliance, as well as world-wide, and their impact on NATO defence expenditure patterns.
Candidates must be able to demonstrate the following: - a university degree or equivalent from an academic institution of recognised standing, in the field of economics or related studies; - at least five years' recent professional experience in the use of economic indicators and in the conduct of assessments of economic performance and outlook, in a government department, an International Organisation, or a reputed think-tank or academic institution; - a deep understanding of regional and global economic patterns and developments and how they could affect judgments and decision-making in the allocation of resources; - a good knowledge of statistical/econometric techniques; - experience in the application of statistics and IT-based documentation and graphical display of facts and figures; - the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other; - the ability to draft clearly and rapidly in one of the official languages of the Organization; - the availability to travel and work unsocial hours, as required.
