Organizational Setting

The Department of Nuclear Sciences and Applications (NA) implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Associate Programme Officer (APO) works in the Deputy Director General's Office (DDGO) and will report directly to the departmental Programme Coordinator, whose function is to ensure overall coordination of activities between the Department's programmes with a view to enhancing the efficiency and effectiveness of implementation, and contributing to programme transparency and outreach. Cooperation with the IAEA's Department of Technical Cooperation, other relevant technical departments and IAEA offices, including the Office of the Director General, as well as coordination with the programmes of other international organizations is also required.

Main purpose

As a member of the team led by the Programme Coordinator, the APO assists in the preparation and implementation of both IAEA regular budget and extrabudgetary programmatic activities. As a primary task, the APO will support efforts to effectively implement and report on the use of extrabudgetary funds. Furthermore, the APO will support efforts to increase the effectiveness of collaboration between NA and other IAEA departments.

Role

The APO is a collaborator, providing input and support as needed, and developing expertise and knowledge in the subject areas; and a team member, working collaboratively within the Department as well as with other departments.

Partnerships

The APO works closely with other staff members of DDGO-NA and will also collaborate with other programme-related positions within NA, as well as in other departments as needed and interact with donors as required.

Functions / Key Results Expected

  • Contribute to the planning and implementation of Major Programme 2 (MP2), including extrabudgetary activities, by preparing project proposals and monitoring the progress of project implementation with a focus on increasing the effectiveness and efficiency of programme delivery in the required time frames.
  • Identify and analyze implementation challenges, and make recommendations for resolving them.
  • Collaborate with respective MP2 programmes and divisions, as well as other departments as needed, in order to facilitate reporting on programme implementation (e.g. Mid-term Progress Report, Programme Performance Report etc.) and the use of extrabudgetary funding.
  • Monitor and follow-up on OIOS (Office of Internal Oversight Services) recommendations related to MP2 for enhancing programme effectiveness.
  • Analyze inputs from the respective programmes, identify gaps and ensure a harmonized and consistent NA overall response; where possible, document lessons learned and make recommendations for improvement.
  • Support the preparation of required IAEA programme and policy documents required for the Board of Governors and General Conference, by facilitating and analyzing inputs from MP2 programmes and divisions.
  • Draft Standard Operating Procedures in coordination with the Departmental Administrative Officer.

Knowledge, Skills and Abilities

  • Knowledge of the principles and applications of results-based management and programme and project planning.
  • Excellent computer skills in all the common applications required for word processing, data analysis, graphs, report preparation; knowledgeable in Enterprise Resource Planning (ERP) applications (ORACLE).
  • Skilled in problem analysis and information research.
  • Excellent communication skills and the ability to work in a team, following instructions and producing results within the agreed timelines.
  • Ablility to follow-up on tasks independently.
  • Highly motivated to assist with development projects, with some awareness of the needs of developing countries.

Education, Experience and Language Skills

  • University degree in international relations, science and technology, business, economics, or a related field, or equivalent working experience.
  • Minimum of two years of experience in programme planning, assessment and review or a related field.
  • Fluency in both written and spoken English. Knowledge of other UN languages (Arabic, Chinese, French, Russian, Spanish), particularly Spanish or French an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $29 674*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
