DEPUTY CHIEF OF PARTY, MEXICO

Tetra Tech ARD (http://www.ardinc.com) is currently accepting expressions of interest from qualified Deputy Chief of Party, candidates for a project in Mexico. The Crime and Violence Prevention Program pursues the overarching goal to build stronger and more resilient communities that can withstand the pressures of crime and violence. The program provides technical support to plan and implement community development strategies aimed at reducing crime and violence targeted at the national level and sub-national levels in Ciudad Juarez, Tijuana, and Monterrey.

Responsibilities:
*Supports the COP with the overall strategic planning and management of the project, including the design and execution of technical operations and program planning (work plan monitoring; work planning sessions; weekly meetings; troubleshooting and quality control);
*Prepares and submits program reports, such as weekly, quarterly, annual and ad-hoc reports as required by the client;
*Manages the relationship and communications with USAID, including preparation and submission of Request for Approvals, program deliverables, communications on compliance/branding/clearances, as well as financial reports and grant information; reviews and edits all program communications prior to submission to USAID;
*Oversees the Monitoring and Evaluation (M&E) functions of the program, including the integration of M&E indicators and targets into the work plan (and vice versa); revisions to the PMP/targets; oversight of the MIS development and implementation; oversight of the M&E survey implementation; and, integration of the M&E data in the contractual and grants instruments;
*Supervises the development and management of the program budget, including activity spending monitoring; updates to the master budget monitor and obligation monitors; submission of revenue projections to the home office/USAID; and, ensuring that there are no budget over-runs or under-spending;
*Supervises the Finance and Administration Unit, including review and approval of Disbursement Vouchers; development and implementation of administrative and security policies and procedures; compliance of all administrative, procurement and accounting functions with USAID and Tetra Tech regulations; oversight of the local taxation and payroll tax processes; and, oversight of the administrative functions in the program’s regional offices;
*Supervises program subcontracting, including competition/sole source determination; evaluation and selection of service providers through full and open competition; preparation of subcontracting templates and forms; budget and subcontract negotiations; verification of cost data; securing USAID approvals; preparation of the final subcontract agreements and Negotiation Memoranda; and, subcontract and payment management in compliance with USAID and Tetra Tech regulations and budget;
*Supervises personnel and consultant management, including negotiation of starting rates based on salary history; submission of Request for Approval to USAID; review and approval of employment/consulting agreements; personnel evaluation management; development of personnel policies; and, management of any disputes or performance issues.

Qualifications:
*At least 5 years of experience in USAID program implementation (required);
*Proven writing, analytical and problem-solving skills (required);
*Excellent interpersonal, leadership and communication skills (required);
*Native Level English, fluent Spanish (required);
*B.A. Degree in a related field (required, Master’s preferred);
*At least 2 years of field experience implementing USAID-funded programs in LAC (preferred).
