The role
SMEC has been engaged by Tenaga Nasional Berhad to provide project management, design and construction supervision services for the Ulu Jelai Hydroelectric Project located in the Cameron Highlands of Pahang State, West Malaysia.
The project involves the construction of an 88 m high RCC dam, 25 km of tunnels, an underground power station housing two 186 MW Francis turbine units and all associated road and waterway infrastructure. Construction of the works is in progress and completion of the hydroelectrical plant is scheduled for August 2016.
A vacancy exists for the position of Contracts Engineer starting immediately for an estimated period of assignment  of about 2.5 years.
SMEC's project team will be lead by the Chief Resident Engineer who will be responsible for  managing the construction activities of the Contractor and leading SMEC's project team on site carrying out the day to day construction supervision activities as the Engineer's Representative. Interacting with the Client at head office level in Kuala Lumpur will be the responsibility of SMEC's Project Manager, based in SMEC's office in Kuala Lumpur. The Contract Engineer will be reporting to both the Chief Resident Engineer on site and the Project Manager in Kuala Lumpur.
Specific tasks to be undertaken by the Contract Engineer include:
  • Liaison  with the Client, SMEC's Project Manager and Chief Resident Engineer to manage the construction activities of the Contractor in accordance with the requirements of the Contract;
  • Monitoring project progress and evaluation of progress payments;
  • Assessing claims for variations of contract submitted by the Contractor;
  • Assisting dispute resolution;
  • Attendance of regular project meetings and reporting on contractual issues;
  • Keeping records up to date of meetings and other relevant correspondence; and
  • Contribute to the preparation of Monthly Progress Reports.
With a track record of achievement in a similar role, you will have gained your experience in an engineering design consultancy and have a passion for building trusted relationships to drive positive change and win new work.
Suitable applicants will have/be:
  • B.Sc. or higher degree in civil engineering;
  • Membership of a professional engineering institution;
  • 25 years' experience in contract management, preferably in dam, tunnel and hydropower projects under FIDIC conditions; and
  • Work experience on projects in developing countries.
