Background
DRC is an international non-governmental organization (NGO), which provides protection and promotes durable solutions for refugees and displaced people worldwide suffering from the effects of war and humanitarian crisis. We operate in more than 30 countries servicing over 1.5 million people.
DRC established its operations in Lebanon in 2004 with the objective to provide protection to the Palestinian refugees and later on extended its activities to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years through local NGOs.
Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, managing an emergency portfolio of aprox. 90 million USD.

Project description
Since September 2012, DRC has been implementing an ECHO funded project: Emergency assistance to conflict displacement affected population in Syria and neighboring countries. This project aims to provide humanitarian aid to conflict and displacement affected population in Lebanon. Essential non-food items and food assistance are provided to newly arrived families fleeing the Syrian conflict. Newly arrived families are also referred to further assistance both within DRC and to partner organisations and UNHCR.
Objectives of the Evaluation
To evaluate relevance, cost-efficiency and impact of the project on the newly arrived refugees coming from Syria and to suggest relevant changes to the project if needed.
Specific duties
• To evaluate the relevance, cost-efficiency and effectiveness of the project in each of the relevant project locations (North Bekaa, Central and West Bekaa, Akkar, Tripoli +5 and South Lebanon).
• The relevance and the impact of the project for both target groups – Palestinian refugees from Syria and Syrian newcomers – will have to be explored.
• Particular attention will have to be paid to the cost efficiency of the project from an organizational perspective as well as from the perspective of coordination.
• The achievements of the project as well as the difficulties encountered during the implementation – in particular timeliness of action, supply chain issues, code of conduct violations by DRC staff and problems with coordination of activities and modalities with other implementing organizations – will have to be highlighted. A description of the corrective measures to be taken during the course of the project is expected.
• Recommendations to improve the performance and the cost efficiency of the project, if needed, are expected.
Description
The evaluator will be:
• Setting a detailed timeline for the evaluation study
• Developing tools to collect primary qualitative and quantitative data including the preparation of interview questions
• Set the interview schedule in collaboration with the Head of Offices.
• Test the developed tools and incorporate changes prior to the actual data collection
• Conduct Document review of project documents
• Summarize findings of these discussions and compare them to the document review findings
• Data analysis, ensuring community participation in the data analysis and in the validation of findings, report writing, incorporation of feedback and finalization of report
• Dissemination of data findings
• Identifying the groups and individuals to meet with
• Preparing and suggesting the approach and methodology of the evaluation
Deliverable
Delivering a final report including the following:
• Introduction related to the project
• Approach and methodology
• Targeted groups
• Findings – key impact success and any issues
• Analysis of the data collected
• Recommendation on different level (with specific recommendations per geographical area, and per target group)
• Approach of the project
• Activities delivered
• Satisfaction of the beneficiaries
• Relations with the partners & contractors
• System in place
• Structure of the project
• Outputs
• Expected impact
• Final conclusion
NB: DRC will provide logistical support to facilitate the process of the evaluation
Requirements
• Relevant experience and knowledge in emergencies (at least 5 years)
• Previous experience in project evaluation
• Knowledge on the Syrian refugees’ situation in Lebanon
• Knowledge and experience in INGOs project evaluation
• Excellent communication and writing skills in Arabic and English (Final report should submitted in English)
• Ability to travel to different areas in Lebanon, such as Wadi Khaled, Tripoli, Irsal, Hermel, the South etc..
