Background
DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. In Lebanon specifically, DRC started operations in 2004 with a focus on protection of Palestinian refugees that was then extended to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years with the objective to build the capacity of local NGOs.
Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, implying a rapid expansion of its programme and structure.
To cope with the increasing refugee caseload (300,000 refugees expected by mid-2013) and its multi-sector intervention, DRC is constantly expanding its capacity to cope with the growing volume of activities and a forecast 2013 budget estimated at around 50 million USD. Therefore, DRC Lebanon is looking for a Monitoring & Evaluation Coordinator whose responsibilities are outlined below:
Duties and Responsibilities
General Responsibility
• Develop a Monitoring and Evaluation system,
• Strengthening the monitoring and evaluation by providing, technical support and training of staff,
• Acting as focal point for DRC in the field of project and programme monitoring;
Monitoring and Evaluation Plan
• Develop/update and implement monitoring and evaluation plan for all DRC Lebanon projects in collaboration with program and project managers
• Assist the project managers and field staff in following up the monitoring and evaluation plan.
• Do ongoing progress and output monitoring and impact assessment on projects.
M&E tools and database
• Coordinate with Data Base Manager to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data.
• Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, online tools…)
• Assist field team in using monthly reports and planning templates.
Evaluation, assessment and field reports
• Organize, participate and collect field data and process / analyse this data.
• Take part and carry out assessments, evaluation and any other form of survey or review of projects.
• Often undertake field trips and do physical observation on on-going projects.
• Assist in the development of reporting templates
Communication & Coordination
• Develop an M&E work plan for the department and ensure its implementation.
• Guide the regular sharing of the outputs and the M&E findings with projects staff and implementing partners when need be.
Training of the staff
• Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
Others
• Review the questionnaires developed for the assessments by the field team.
• Perform other duties as directed by the Country Director.
Qualifications
Required
• Minimum of 3 years of work experience within the field of monitoring and evaluation;
• Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;
• Experience in participatory assessment and community-based monitoring approaches;
• Clear understanding of HAP;
• Excellent analytical and report writing skills (English);
• Experience with capacity building of national staff, and in convening and facilitating trainings and workshops;
• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders;
• Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team conditions;
• English language (written and spoken) essential, Arabic an advantage.

Contract: 6 months renewable contract.
