Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Nuclear Safety Action Team (NSAT) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department and coordinates closely with the Director General's Office for Coordination. The Team's role is to oversee prompt implementation of the IAEA Action Plan on Nuclear Safety (drawn up in the wake of the Fukushima Daiichi accident) and to ensure proper coordination among all stakeholders.

Main purpose

As a member of a team headed by the Special Coordinator, the Associate Project Analyst provides project management, reporting and analytical support to the project team with the objective of ensuring effective and timely project execution.

Role

The Associate Project Analyst is: (1) a scheduler preparing, reviewing, and maintaining detailed schedules of project activities, developing and maintaining project tracking tools for resource allocation and status of activities, and contributing to the preparation of project reports, consisting of a summary of all activities performed during the course of the programme; (2) an analyst evaluating, extracting, and consolidating data from documentation available in-house and obtained from Member States for the purpose of Extrabudgetary Programme (EBP) reporting, and; (3) a presenter of EBP performance and results.

Partnerships

The Associate Project Analyst consults with and provides services to the members of the Nuclear Safety Action Team according to approved work processes and ensures that project schedules show appropriate and accurate detail and that activities are completed according to donor agreements. She/he also exchanges information with members of the Nuclear Safety Action Team and other stakeholders to ensure timely implementation of the programme and adequate quality of reporting, which reflects with accuracy all activities performed throughout the project life cycle. The incumbent also provides advice and liaises with administrative, implementation and team assistants to ensure the smooth development of project activities.

Functions / Key Results Expected

  • Revise project proposals prepared by the divisions/departments to be submitted to the donor, ensure correctness and compliance with the donor's requirements. Monitor the approval process and provide support in the preparation of revised versions when needed.
  • Establish a tracking system for the follow-up and overview of main activities and milestones for each project. Advise on delays, propose solutions and provide the necessary information to the implementation assistants involved in the projects.
  • Coordinate the implementation of activities related to NSAT projects, by preparing project proposals and monitoring the progress of project implementation with a focus on increasing the effectiveness and efficiency of project delivery in the required time frames.
  • Prepare regular reports of project activities, including draft narrative progress reports and allocation and use of resources status. Identify the existing and anticipated challenges related to the management of NSAT projects and propose recommendations for effective monitoring and reporting of projects.
  • Participate in Working Groups/Co-Chairs/International Technical Advisory Group meetings to identify the gaps, overlaps and coordination needs between the Working Groups in order to assure the highest quality and standards of the IAEA Report on TEPCO's Fukushima Daiichi Accident taking into account the relevant IAEA rules and guidelines. Liaise with the IAEA and the external Co-Chairs as well as the Scientific Secretaries and analyse inputs from the respective Working Groups of the Report to identify gaps and ensure harmonization and consistency and, where possible, document lessons learned and make recommendations for improvement.
  • Assess risks for the development and implementation of NSAT projects and make recommendations to the Nuclear Safety Action Plan Special Coordinator regarding the resolution of any potential issues.

Knowledge, Skills and Abilities

  • Proven ability to independently draft clear and concise written documents based on the evaluation and analysis of technical material collected from contracted experts, in-house sources, or received from Member States.
  • Proven ability to plan and work within a logistical-technical project in close liaison with team leaders in an international environment.
  • Ability to establish and maintain good relationships with internal and external counterparts and to work as a team player in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Ability to analyse the needs of the programmes and translate them into workable solutions.
  • Excellent communication skills with an aptitude for drafting and presenting technical documents.

Education, Experience and Language Skills

  • University degree in political science, business administration, international relations, or a related field.
  • Minimum of two years of related experience, including project management experience, in an international environment.
  • Fluency in spoken and written English; Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 819 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $31 275*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
