Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Integrated Nuclear Infrastructure Section and the International Project on Innovative Nuclear Reactors and Fuel Cycle Group. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power.

The Nuclear Power Engineering Section assists interested Member States in the development of the safe operation of existing and future nuclear power plants and in the expansion of existing nuclear programmes. It provides guidance and encourages information exchange on engineering aspects of design, construction, commissioning, operations, maintenance, decommissioning; organisational arrangements, management (including project management) and management systems; human resource development and performance improvement; expansion planning and strategies; and stakeholder involvement.

Main purpose

As a member of a team reporting to the Head of the Nuclear Power Engineering Section, and under the overall guidance of the Director of the Division of Nuclear Power, the Senior Expert (Organisation and Management Systems) ensures a results-oriented programmatic response to Member States' priorities by organizing training programmes, workshops and Technical Meetings, developing international guidelines and preparing state-of-the-art reports on organisation and management systems for operating nuclear power plants and new nuclear power programmes. The Senior Expert (Organisation and Management Systems) assists Member States by providing, at their request, technical assistance on organisation and management systems to enhance the efficiency and effectiveness of their nuclear power programmes.

Role

The Senior Expert (Organisation and Management Systems) is: (1) an expert in all aspects of organisation and management systems for nuclear facilities and activities, including both new nuclear power projects and operating nuclear power plants; (2) a programme planner and implementer, planning, developing and implementing activities aimed at helping Member States improve their nuclear energy programmes; (3) a scientific secretary, planning and leading complex Technical Meetings; (3) atechnical and project officer, evaluating and supporting the implementation of complex technical cooperation projects in the area of organisation and management systems within the IAEA's programme on nuclear power planning, implementation and performance; and (4) a partnership builder, establishing, developing and maintaining an international network in organisation and management systems for nuclear power plants.

Partnerships

The Senior Expert (Organisation and Management Systems) engages high-level technical and political counterparts in Member States in the programme planning and implementation area to ensure effective transfer and sharing of technical (nuclear) and managerial know-how, and promotes partnership building with appropriate international organizations and other relevant institutions. In addition, he/she meets regularly with the Section Head and colleagues in the Department to ensure effective utilization and integration of all resources (human, financial and technical). He/she also works, and coordinates work, with technical experts in the Department of Technical Cooperation and the Department of Nuclear Safety and Security to ensure seamless integration of all projects and programmes.

Functions / Key Results Expected

  • Plan, coordinate and supervise the Section's activities in the field of organisation and management systems for all phases of a nuclear power programme and throughout the lifecycle of a nuclear power plant, in accordance with Member States' needs and in compliance with the requirements and recommendations of the IAEA's guidance on management systems and related areas.
  • Coordinate the provision of specialized technical input to technical cooperation projects related to organisation and management systems. Provide technical guidance, evaluate proposals, develop work plans, and provide support in planning and implementing training courses and workshops.
  • Broaden and deepen the field of knowledge by organizing scientific meetings related to organisational development and management systems, organizational culture and project management, and serve as scientific secretary. Prepare scientific programmes, contribute to the preparation and editing of scientific reports, manuals, proceedings and other scientific publications. Prepare and organize in-house meetings in support of the Section's scientific programme.
  • Maintain the high standing and recognition of the IAEA in the scientific community by representing the IAEA at national and international meetings as required. Establish and maintain contacts with individual scientists at various centres and in other relevant international organizations, committees and scientific societies. Establish and maintain an international network or community of practice on management systems, in line with Department of Nuclear Energy practices.

Knowledge, Skills and Abilities

  • Professional expertise:
    • Comprehensive and current knowledge of arrangements in owner/operator organizations and management systems, including knowledge gained from practical experience in implementing management systems and organisational development based on the latest IAEA requirements and guidance;
    • Familiarity with and understanding of the specific needs and conditions of developing or expanding nuclear power programmes and proven ability in matters relating to strengthening human capacity development in developing countries.
  • Interpersonal skills: Ability to operate effectively across organizational boundaries and to establish and maintain effective partnerships and working relations in a multicultural and multi-ethnic environment with sensitivity and respect for diversity.
  • Planning and organizing skills:
    • Demonstrated ability to set clearly defined objectives and to plan activities/projects well in advance, taking into account possible changing circumstances;
    • Ability to identify and organize the required resources and to monitor performance against deadlines and milestones.
  • Supervisory skills: Ability to provide staff with clear direction, to delegate work and to motivate staff.
  • Communication skills: Ability to write technical documents in a structured manner and to deliver effective oral presentations.

Education, Experience and Language Skills

  • Advanced university degree, or equivalent higher level degree, in nuclear engineering, physics or physical sciences.
  • Minimum of 10 years of working experience in the nuclear power area, including at least 5 years in senior managerial positions at a nuclear operating organization or on a nuclear project.
  • Familiarity and experience with the application of IAEA standards on management systems.
  • In-depth knowledge of and experience in the principles and developments relating to the field of management systems for organizations that are responsible for nuclear facilities and activities.
  • Comprehensive experience in the management of scientific projects related to management systems and organizational culture.
  • Experience in organizational culture and its relationship to management systems is desirable, particularly related to organizations that are responsible for nuclear facilities and activities.
  • Experience of working in national/international nuclear projects is desirable.
  • Fluency in spoken and written English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Spanish or Russian) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 887 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $54 033*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
