Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as for the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the Office is organized into three Sections: the Nuclear Material Laboratory (including the On-Site Laboratory in Japan), the Environmental Sample Laboratory and the Coordination and Support Section.

Main purpose

Reporting to the Director of the Office of Safeguards Analytical Services, the Engineer organizes and coordinates building-related technical services for the SGAS Laboratories in Seibersdorf. Specifically, he/she carries out the gathering, planning and implementation of technical service, maintenance requests and contracts related to the safe and reliable operation of the highly specialized SGAS laboratory facilities.

Role

The Engineer is (1) a facilitator within the Office for the collection and dissemination of information related to laboratory technical services, (2) a liaison among internal Divisions and Departments, as well as with external suppliers, for the allocation of appropriate resources, and (3) a coordinator of the various building-related technical services and activities within the laboratories.

Partnerships

The incumbent shall work in close partnership with management and laboratory staff, safety and security personnel, procurement staff, and internal and external service providers in order to identify, plan, communicate and execute technical work orders with minimal interruption to laboratory operations.

Functions / Key Results Expected

  • Gather technical requirements from internal and external stakeholders and make practical and economic proposals for work.
  • Draw up technical work plan requirements.
  • Oversee the procurement process for complicated service contracts.
  • Lead and manage the execution of technical work plan schedules with internal and external service providers.
  • Verify the quality of delivered goods and services meets minimum requirements.
  • Minimize, to the extent possible, the impact of technical services on laboratory operations.

Knowledge, Skills and Abilities

  • Demonstrated experience in maintaining and upgrading specialized laboratory technical service requirements, especially in the areas of heating, ventilation, air conditioning and electronic control systems.
  • Strong interpersonal skills to establish and maintain good relationships with internal and external counterparts and to work effectively in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Good negotiation skills with the ability to effectively advocate the organization's technical requirements.
  • Strong planning and organizing skills to set clearly defined objectives, plan activities in a timely manner and monitor performance against deadlines and milestones.
  • Good analytical skills to analyse the needs of customers and translate them into workable solutions.
  • Computer skills: Skills in AutoCAD, MS Project and facilities management systems.

Education, Experience and Language Skills

  • University degree in engineering or related engineering field.
  • Minimum of five years of relevant experience in facilities management, construction activities and maintenance of laboratory complexes, including experience in an international environment.
  • Experience with drafting specifications, preparing estimates for construction related work and handling the procurement of outsourced facility management services.
  • Experience in Quality Management.
  • Project management experience in a facilities management environment.
  • Fluency in spoken and written English. Working knowledge of German highly desirable. Knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 540*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
