Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". One of the responsibilities of the Department of Management is the coordination of the IAEA's efforts in the field of security (both information and physical) and to put in place relevant security structures and procedures. The Department coordinates the IAEA's efforts on security with the VIC (Vienna International Centre) based organizations (VBOs), the United Nations Department of Security and Safety (UNDSS), Member States and the wider UN security community. The Central Security Coordinator implements security initiatives across the house and coordinates the IAEA's response to security incidents.

Main purpose

Reporting directly to the Central Security Coordinator (CSC), the Associate Security Facilitation Officer assists in all aspects of security coordination and security service delivery to the IAEA's departments and divisions. He/she supports the CSC to ensure that the IAEA adopts the latest operational practices and procedures in order to address the constantly changing security challenges.

He/she facilitates the implementation of security policy and procedures, contributes to strategic planning initiatives, training delivery and the development of best practices dealing with field security, information security management systems (ISO/IEC 27001:2013) and business resilience (ISO 22301:2012).

Role

The Associate Security Facilitation Officer is: (1) a substantive contributor, providing operational support to enable the safest and most secure conduct of the Agency's programmes and activities; and (2) antechnical specialist on matters pertaining to field security, including the provision of risk assessments and country specific geopolitical analysis; (3) a team member working collaboratively on the maintenance and revision of security operating procedures, guidelines, and on the continuous improvement of security and incident related systems and programmes.

Partnerships

The Associate Security Facilitation Officer liaises with all relevant staff with security associated responsibilities at divisional and departmental level within the IAEA and acts as the focal point for different security arrangements. He/she also promotes partnerships with UN organizations, Austrian Police, NGOs and other relevant institutions to facilitate information sharing and best practices.

Functions / Key Results Expected

Assist the CSC in monitoring the IAEA security and incident management regime by implementing and updating security policies, procedures and working instructions affecting staff members throughout the Secretariat:
  • Facilitate the IAEA's participation in the UN Security Management System including maintaining close co-operation with UN Department of Safety and Security (UNDSS) for the preparation and dissemination of field security reports and associated country briefings.
  • Contribute to the drafting of the Director General's "Annual Report on Information Security & Confidentiality" and any other reports related to matters of information security, privacy, classification, confidentiality and access.
  • Assist in the development and coordination of business resilience arrangements including the undertaking of business impact assessments, disaster recovery infrastructure; protection of vital records and incident management.
  • Collaborate with IAEA Departments and Divisions in order to promote the Agency's security training programme including the provision of technical input to training and awareness materials and the delivery of face-to-face training activities and briefings related to issues of confidentiality, political analysis and security.
  • Carry out other security activities related to risk management, investigations, protective security and physical security on a needs basis.

Knowledge, Skills and Abilities

  • Sound understanding of the United Nations Security Management System and the practical application of field security and incorporating business resilience measures into operational planning and strategies.
  • Sound understanding of the global geopolitical and security risk landscape including contemporary nuclear non-proliferation issues.
  • Familiarity with ISMS governance models and control frameworks (ISO 27001/27002) highly desirable.
  • Ability to prepare reports and conduct presentations on various confidentiality and classification related issues by clearly formulating positions on issues, presenting options concisely, as well as making and defending recommendations.
  • Ability to deal effectively with technical and specialist services personnel and to work in a multicultural environment with respect to sensitivity and diversity.
  • Ability to work collaboratively with colleagues to achieve organizational goals.
  • Ability to create and deliver informative presentations to audiences that may consist of IAEA staff and/or Member State representatives.
  • Capacity to effectively use multimedia technology and software.

Education, Experience and Language Skills

  • University degree on a security related subject such as political/social sciences, business administration or international relations.
  • Minimum of two years' experience in an area related to field security, geopolitical analysis, non-proliferation and/or nuclear security, including involvement at the international level.
  • Experience in working with multicultural and multidisciplinary teams.
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 819 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $32 446*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
