Reports to:  ERF Team Leader

The Education Resource Facility (ERF) is a DFAT-funded initiative designed to provide specialist technical support to DFAT’s education activities in developing countries. The ERF provides a mix of advisory, analytical/research and professional development support for DFAT staff at country Posts and across other areas of the program.
The ERF was established in 2009 and has been extended until 2015 under the current contract. ERF is managed by GRM International Pty Ltd through a Program Office located in Canberra, Australia, under a consortium arrangement that includes ACER and CfBT. The ERF team reports directly to DFAT ETG.
The ERF has significant in-house technical expertise provided by a number of part-time Consultant Education Specialists, as well as consortium technical expertise (from the Australian Council for Education Research (ACER) and CfBT Education Trust). The ERF is also used to source, mobilise and manage the work of consultants for short-term assignments, including a range of program design work, evaluations, analysis and other advisory support.
The ERF has also worked closely with the DFAT Education Thematic Group (ETG) over the last year to provide a Learning and Development program for DFAT program staff working in the education sector. Over the next year, it is anticipated that this work will continue, with increasing focus on knowledge management and improving the evidence base for DFAT’s work in the sector.

Responsibilities
Monitoring and Evaluation (M&E) key responsibilities will include:
  • Review and agree the ERF M&E plan with ERF and ETG at the start of the consultancy period, strengthening the approaches to monitoring and reporting on results as required;
  • Ensure that the M&E plan provides the qualitative and quantitative data for monitoring the use and impact of ERF’s knowledge management and learning and development activities, as well as its analytical work;
  • Advise on the further development or revision of templates for M&E reporting including Contractor performance assessments and Client survey questionnaires, to ensure they are appropriate to their use;
  • Contribute to data collection and analysis for the ERF Project Completion Report due in late 2014;
  • Draft  M&E reports on monitoring or evaluation activities as agreed with ERF Director;
  • Develop and maintain effective working relationships with all key stakeholders particularly the ERF core team, and DFAT ERF Manager.

Qualifications and Experience
  • Postgraduate qualifications in Social Sciences and appropriate tertiary qualifications in research or evaluation methods;
  • Experience undertaking impact assessments of aid activities;
  • Demonstrated record of achievement in program monitoring and evaluation, with experience in monitoring organisational development and education sector work;
  • A sound understanding of DFAT’s policies and requirements regarding monitoring and evaluation; and an understanding of development issues;
  • Demonstrated high level analytical skills;
  • High level computer literacy and English communication including excellent report writing and oral presentation skills; and
  • Demonstrated ability to facilitate learning from M&E findings and implementation teams and other relevant stakeholders.
