TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle Eastwith more than 30,000 staff.

BACKGROUND
In 2007, UNRWA adopted an Agency wide Gender Policy, based on a twin track approach which associates gender mainstreaming in all services and targeted interventions with the aim of reducing gender gaps in UNRWA’s services. In 2009 UNRWA started systematizing the work to end Gender Based Violence (GBV) and started building referral systems for survivors’ access to services.
UNRWA’s referral system is built on a multi-sectoral approach which brings together the different programs and services within UNRWA in addition to partnerships with external service providers to offer holistic support to survivors. Given the regular interaction between health staff and the refugee community, the involvement of health staff in the GBV referral system is important for the detection and appropriate referral of GBV survivors. As such, internal health protocols and technical guidelines are to be developed and implemented within the Agency to better systemize the detection and referral of GBV survivors by UNRWA health staff.
Purpose:
The Health Technical Guidelines and Protocols Consultantwill develop internal protocols and technical guidelines for UNRWA health staff to systemize GBV detection and referral as part of their daily interaction with patients. The Consultant will also develop a plan to implement the guidelines and train the staff on the guidelines.
Expected Outcome:
The Consultant will provide UNRWA with:
  • Internal protocols and guidelines for health staff on GBV detection and referral to be integrated in existing technical guidelines;
  • A plan for implementation and training of staff on the guidelines;
  • Organizing a workshop to introduce and train health head of divisions on the newly-developed technical guidelines.
The consultant will report to the UNRWA Director of Health (Headquarters) and will work closely with the Gender Adviser in Amman (Headquarters) and the teams in the UNRWA fields of operations.
Description of Duties and Responsibilities
  • Conduct meetings with UNRWA health program staff and UNRWA’s gender unit;
  • Develop internal protocols and technical guidelines for health staff for the detection and referral of GBV survivors;
  • Draft a plan for the implementation of the guidelines and integration within the existing technical guidelines;
  • Organize a workshop for the introduction and training of heads of division on the developed material;
  • If necessary, review and adjust guidelines following the workshop.
Essential Qualifications and Experience
  • An advanced university degree from an accredited educational institution, in public health or related area;
  • 5 years of experience in managing GBV intervention in the health public sector;
  • Excellent writing skills including experience in drafting reports and technical guidelines;
  • Ability to work independently;
  • Fluency in spoken and written English;
  • Excellent Computer skills: MS Word, and Excel.
DESIRABLE QUALIFICATIONS
  • Fluency in spoken and written Arabic;
  • Knowledge of the context of Middle East and the Palestine refugees.
CONDITIONS OF SERVICE
· The duration of the assignment is 3 months;
· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.
