Program Director (Economic and Public Sector Program)

The Program
The Economic and Public Sector Program (EPSP) is an initiative by Australia’s Department of Foreign Affairs and Trade and a partnership between the Governments of Australia and Papua New Guinea. The goal of EPSP is to provide an effective and efficient public service that focuses on service delivery for the men, women and children of PNG. The program supports strengthening the systems of central agencies in their role as key enabling institutions to achieve their reform priorities.
The Position
The Program Director will have overall responsibility for the management of the Economic and Public Sector Program (EPSP) Program Office on behalf of the Australian Government, Department of Foreign Affairs and Trade (DFAT). The position will work closely with the Principal Team Leader (Governance) and with the Provincial and Local-level Governments Program (PLGP), to better align and coordinate governance interventions of both programs and achieve shared outcomes to support whole-of-government service delivery problems. 
The Person
  • Sound understanding and experience of the government systems and local political economy in Papua New Guinea
  • Substantial experience in senior program management of a large, diverse, complex program in public sector and/or economic management in a developing country context 
  • Proven leadership and management of a multidisciplinary team with an ability to coach and mentor others inherent
  • Exceptional interpersonal, cross-cultural and communication skills, including the ability to convey concepts clearly and to understand and meet the needs of a range of stakeholders
  • Ability to be flexible and adaptable to change, with some experience in the review of structural and operational arrangements to support whole-of-government service delivery problems
  • Experience in the oversight of significant budgets with ability to recognize and mitigate risks
